This study verified the historic nature and value of Jeollabuk-do’s Gaya Cultural Heritage, identified through surveys and research that actively took place from 2017. The study proposed preservation and utilization plans for the Gaya Cultural Heritage in Jeollabuk-do. Active research on Gaya culture has taken place primarily in the Namwon and Jangsu regions of Jeollabuk-do, but no studies have combined these. As such, this study intended to determine the comprehensive distribution and status of Gaya Cultural Heritage in Jeollabuk-do; conduct a review of the restoration, maintenance, and utilization plans previously implemented for Gaya Cultural Heritage; and, after establishing the concept of cultural heritage that has had mixed use in the past, propose a restoration, maintenance, and utilization plan for the cultural heritage from Jeollabuk-do.
Consisting of a literature review, field study, and comparative analysis, this study examined past research on Jeollabuk-do’s Gaya Cultural Heritage and preservation and utilization of the Yeongnam region, analyzed the primary relics identified within Jeollabuk-do, and conducted a strengths-and-weaknesses analysis through a comprehensive comparison in various dimensions focusing on past preservation and utilization cases in Gyeongnam’s Gimhye-si, Haman-gun, and Gyeongbuk’s Goryeong-gun, which are representative regions of Gaya Cultural Heritage. The results obtained are as follows.
First, studies on Jeollabuk-do’s Gaya Cultural Heritage have examined the preservation and utilization aspects, focusing on the representative areas of Namwon and Jangsu. The present study verified the absence of research that combined the entirety of Jeollabuk-do’s Gaya Cultural Heritage. This study also verified that although the necessity of preservation and utilization in the Honam and Yeongnam regions have been presented, the objectives of preservation and utilization have been fundamentally lacking.
Second, the mixed use of cultural assets and cultural heritage has caused confusion in the existing literature. As such, this study examined the definitions of cultural assets and cultural heritage within the existing Cultural Properties Protection Law, and verified that the concept of cultural heritage, more so than that of cultural asset, corresponded to proposing meaning and a direction for the preservation and utilization of Jeollabuk-do’s cultural heritage in the future.
Third, through the above two research results, this study verified the status of Jeollabuk-do’s Gaya Cultural Heritage and issues in the preservation measures. This study proposed the establishment of realistic preservation plans and maintenance of surrounding areas that is not simply a restoration of the original forms of cultural heritage. It also proposed effective protection and preservation through legislation that corresponds with the Jeollabuk-do region, and the formation and expansion of dedicated organizations. Furthermore, the study proposed the voluntary preservation of Gaya Cultural Heritage by residents through improving cultural heritage awareness and consensus building.
This study presented a proposal for the utilization of Jeollabuk-do’s Gaya Cultural Heritage. In addition to the Cultural Properties Protection Law through the legislation of utilization, this study proposed reinforcing policy application by establishing the scope and system of utilization, identifying a new approach to cultural heritage through a revitalization of utilization projects, breaking down barriers of cultural heritage through diversified publicity, fostering new perspective, creating historically themed tourist attractions and operating programs that revive distinct regional characteristics, and returning to the local community through a bonding with festivals.
The present study proposed a new method of preservation and utilization planning for Jeollabuk-do’s Gaya Cultural Heritage based on issues that were identified in existing preservation and utilization policies through a comparison with the Yeongnam region. This research is meaningful in that it proposed areas of additional supplementation in projects being operated under existing statutes and systems.
