독일 연방군 대표 장병의 위상 변천에 관한 연구 = A Study on the History of the Bundeswehr's Vertrauensperson

국문 초록 (Abstract)

본고는 국방감독관 보고서 및 장병참여법의 분석을 통해 독일 연방군 대표 장병의 위상 변화를 역사적으로 고찰하고 그 함의를 제시하고 있다. 서독 연방군은 내적지휘의 군대 문화 속에서 장병들의 적극적인 참여를 유도하였으며 그 일환으로 대표 장병제도를 시행하였다. 초창기 대표 장병은 지휘관과 병사 사이에서 중재자의 역할을 수행하면서 부대의 단결과 화합을 도모하는 존재였다. 하지만 독일 재통일 이후 장병참여법이 제정되면서 대표 장병은 점차 장병들의 의견 및 그 이익을 대변할 수 있었다. 심지어 2011년 지원병들이 입대하고 군에서 민주적인 가치가 더욱 강조됨에 따라 이들은 장병의 인권을 대변하는 상징으로 발전하였다. 요컨대, 오늘날의 독일 대표 장병은 군인의 능동적인 참여를 구현하고 부대화합과 단결에 기여하는 존재로 자리매김하고 있다.
이런 대표 장병제도를 도입하려면 우선 장병참여법과 같은 법률과 대표 장병 규정이 제정되어야 하며, 이와 함께 전 장병의 인식 전환을 위해 지휘관을 포함한 전 장병을 대상으로 한 대표 장병 교육이 시행되어야 한다. 또한 독일의 내적지휘와 같은 개념이 정립되어 장병참여를 위한 군대 문화가 조성되어야 한다.

다국어 초록 (Multilingual Abstract)

This study examines the history of the Bundeswehr's Vertrauensperson and draws its implications. The Bundeswehr has invented the concept of the Innere Führung to make it the democratic military and introduced the Vertrauensperson System. The Gesetz über die Rechtsstellung der Soldaten stipulated the participation of soldiers and the Soldatinnen- und Soldatenbeteiligungsgesetz was enacted even after German Reunification.
This study reveals the status of the German Vertrauensperson System through the analysis of the Wehrbeauftragte des Deutschen Bundestages reports and the Soldatinnen- und Soldatenbeteiligungsgesetz. The Vertrauensperson has played the role of mediator between superiors and soldiers and promoted the unity and harmony of units. With the enactment of the Soldatinnen- und Soldatenbeteiligungsgesetz, the status of Vertrauensperson was further strengthened. They have guaranteed soldiers' right and represented their interests.
In order to introduce the Vertrauensperson system, laws such as the Soldatinnenund Soldatenbeteiligungsgesetz and regulations about Vertrauensperson must be enacted. The education about Vertrauensperson is required, and in addition, it is important to change the perception about them. Furthermore, the improvement of military culture should be carried out at the same time.
