강원특별자치도 신청사 예정지 풍수입지 연구 : 현청사와의 비교를 중심으로

국문 초록 (Abstract)

본 논문은 강원특별자치도의 현도청사와 이전 예정지들에 대하여 풍수입지 분석을 하고 새 청사 건립에 대해서 제언하고자 연구하였다. 강원특별자치도의 신청사 후보지는 춘천시 근화동 캠프페이지 부지, 춘천시 우두동 (구)농업기술원, 춘천시 동내면 고은리 일원이었다. 이후 신청사 건립 예정지로 동내면 고은리 일원을 최종 선정했다.
본 연구에서 다루는 도청의 입지에 대한 풍수는 양기풍수이다. 양기 풍수는 미치는 풍수적 영향의 범위가 넓다. 마을, 도시 전체에 영향을 준다.
강원특별자치도 도청의 풍수 입지와 풍수의 형태가 관련 도민의 삶과 연결이 된다. 여기에 풍수의 중요성이 있다. 강원특별자치도 신청사의 입지와 신청사 건물의 풍수 분석과 제언이 필요한 이유이다.
현재의 도청 입지와 주건물을 중심으로 풍수 분석을 하였다. 도청과 인근 도로와의 관계도 풍수적으로 분석하였다. 현 도청은 대룡산에서 맥이 이어진 봉의산을 주산으로 한다. 봉의산과 대룡산으로 이어지는 청룡이 있고, 북한강이 백호의 역할을 하면서 도청 부지를 감싸고 있다. 안산은 향로산이다. 도청의 중심 건물을 기준으로 볼 때 명당에 해당하는 내원(內院)이 좁은 것이 아쉽다. 주건물 앞에 바로 계단이 있고, 계단을 지나면 문 앞쪽에 내리막길의 도로가 있다. 풍수적으로 도로는 물이 흐르는 곳으로, 도청의 기가 빠져나가는 모습이다. 새도청에서는 명당에 해당하는 내원이 좁지 않게 신축하는 것을 제언한다.
후보지인 근화동 캠프페이지 부지와 (구)농업기술원 대지는 득수국의 특성이 있다. 강이 3면을 감싸고 있는 모습이다. 최종 이전지인 고은리 일원은 장풍국의 국세이다. 캠프페이지는 문화재 발굴과 토양오염의 논란이 있다. (구)농업기술원은 뒤쪽에 우두산이 있다. (구)농업기술원은 우두산과 현재의 도로 위치 등을 볼 때, 자연향법으로 배산임수의 좋은 향법이 나오기 어렵다.
고은리 일대는 득수국이 아닌 장풍국의 국세이다. 대룡산이 주산으로 위치해 있고, 안산으로 안마산이 있다. 청룡은 내청룡과 외청룡이 있다. 외청룡이 크고 길게 고은리 일대를 감싸면서 안마산을 만들었다. 안마산은 청룡 안산이다. 백호는 내백호와 외백호가 있는데 외백호는 크게 국세를 감싸고 있다. 내백호는 안산 옆의 수구까지 이어져서 국세를 감싸고 있다. 수구에는 물이 급하게 나가는 것을 막는 나성이 있다. 나성이 있다는 것은 고은리 일대가 혈이 되고 명당이라는 증거도 된다. 사신사로 둘러싸인 혈이 되는 지역은 논으로 된 평야이고 큰 바위나 험한 돌이 없이 평탄하고 원만한 모습이고. 안산인 안마산은 천마사의 모습이다.
신축청사의 본관을 안마산을 바라보는 쪽으로 향을 정하고, 수구가 보이는 곳에는 비보로 나무를 심고, 시민을 위한 공원을 같이 건립하는 것을 제언한다. 본관 건물의 앞쪽을 주차장으로 활용하여 내명당이 크게 자리하도록 하고, 도로의 충이 없게 배치할 것을 제언한다. 고은리 예정지는 현 도청의 부족한 점을 극복하는 자리이다. 장풍국의 명당이다.

다국어 초록 (Multilingual Abstract)

This paper analyzes the feng shui site selection of the current government building and the proposed relocation sites in Gangwon Special Self-Governing Province, and aims to provide suggestions for the construction of a new government building. The candidate sites for the new government building in Gangwon Special Self-Governing Province included the Camp Page site in Geunhwa-dong, Chuncheon, the former Agricultural Technology Center in Udu-dong, Chuncheon, and the area of Go-eun-ri in Dongnae-myeon, Chuncheon. Subsequently, the area of Go-eun-ri in Dongnae-myeon was ultimately selected as the site for the new government building.
The feng shui of the location of the provincial government office discussed in this study is Yangqi feng shui. Yangqi feng shui has a wide range of feng shui influences, affecting entire villages and cities. The feng shui location of the provincial government office in Gangwon Special Self-Governing Province and the form of feng shui are connected to the lives of the residents. This highlights the importance of feng shui. This is why an analysis and suggestions regarding the location of the new provincial office building and its feng shui are necessary.
A feng shui analysis was conducted focusing on the current location of the provincial government office and its main building. The relationship between the provincial office and the nearby roads was also analyzed from a feng shui perspective. The current provincial office is based on Bongui Mountain, which is connected to Daeryongsan Mountain. There is a Cheongryong (Blue Dragon) that connects Bongui Mountain and Daeryongsan Mountain, while the Bukhan River acts as a Baekho (White Tiger), surrounding the provincial office site. Ansan Mountain is referred to as Hyangrosan. When considering the central building of the provincial office, it is regrettable that the inner courtyard, which corresponds to a good feng shui site, is narrow. There are stairs directly in front of the main building, and beyond the stairs, there is a downhill road in front of the entrance. From a feng shui perspective, roads are seen as places where water flows, indicating that the energy of the provincial office is leaking away. It is suggested that the new provincial office should be constructed with a spacious inner courtyard that corresponds to a good feng shui site. The candidate sites, Camp Page in Geunhwa-dong and the (former) Agricultural Technology Center site, have the characteristics of Deoksuguk. The river surrounds the area on three sides. The final relocation site, the area of Go-eun-ri, is the national territory of Jangpung-guk. Camp Page has controversies regarding cultural heritage excavation and soil contamination. The (former) Agricultural Technology Center is located behind Udusan Mountain. Considering the position of Udusan Mountain and the current road, it is difficult to achieve a good feng shui based on the natural principles of being backed by a mountain and facing water. The area around Go-eun-ri is under the influence of Jangpung-guk, not Deuksu-guk. Daeryongsan is located as the main mountain, and Anmasan serves as the accompanying mountain. There are both inner and outer Cheongryong. The outer Cheongryong wraps around the Go-eun-ri area in a large and elongated manner, forming Anmasan. Anmasan is the accompanying mountain of Cheongryong. There are inner and outer Baekho, with the outer Baekho encompassing the national territory significantly. The inner Baekho extends to the water outlet next to the accompanying mountain, wrapping around the national territory. At the water outlet, there is a fortress that prevents water from rushing out quickly. The presence of this fortress is evidence that the Go-eun-ri area is a bloodline and a good site for a grave. The area surrounded by the four guardian spirits is a flat plain of rice fields, characterized by a smooth and gentle appearance without large boulders or rugged stones. Anmasan, as an accompanying mountain, resembles Cheonmasa.
I suggest that the main building of the new office building be oriented towards Anmasan, and that trees be planted in the area where the water source is visible as a protective measure. Additionally, I propose the establishment of a park for citizens. The front area of the main building should be utilized as a parking lot to allow for a spacious inner courtyard, and it should be arranged in a way that avoids any obstruction from the road. The planned site in Go-eun-ri is a place that overcomes the shortcomings of the current provincial office. It is a prime location in the Jangpung-guk area.
