아프리카의 전략적 부상과 미국의 대 아프리카 에너지 안보 = Africa`s Strategic Emergence and U.S. Energy Security in Africa

국문 초록 (Abstract)

최근 미국과 중국을 위시로 한 강대국들 사이에서 ``신(新) 아프리카 쟁탈전(New Scramble for Africa)``으로 회자되기도 하는 아프리카 에너지 자원 주도권 경쟁이 본격적으로 가시화되고 있는 가운데, 중국은 아프리카에서 정치·경제적 영향력을 급속히 확대하고 있으며 미국은 이에 대한 군사적 대응 조치를 늦추지 않고 있다. 사실 미국 은 2001년 9/11 사태를 기점으로 아프리카에 대한 새로운 전략적 접근을 시도하고 있는데, 이는 단순한 식량원조나 구호기금 지원대상국이 아닌, 에너지 자원 확보와 세계의 강대국 간 패권 경쟁에서의 우위 획득 측면에서 접근하고 있다. 이러한 세계의 강대국 간 패권 경쟁의 장으로서 아프리카에 대한 미국의 전략적 가치의 재인식에 따라 아프리카의 안보와 개발에 대한 새로운 기회와 도전이 제기되고 있다. 따라서 본 연구는 다음 장에서 먼저 아프리카의 전략적 부상의 배경을 살펴 볼 것이다. 최근 국제사회에서 아프리카의 전략적 가치가 재확인되고 있는 동인들을 아프리카의 안과 밖에서 찾아 본 후, 본 논문에서는 21세기 아프리카에 대한 새로운 안보전략을 추구하고 있는 미국의 대 아프리카 에너지 안보 전략의 성격과 특징을 규명해 볼 것이다. 이를 바탕으로, 본 논문은 마지막 장에서 아프리카의 전략적 부상과 긴밀하게 맞물려 나타난 미국의 대 아프리카 에너지 안보 전략의 모색이 향후 우리나라의 대 아프리카 외교에 어떠한 정책적 함의를 내포하는지 고찰해 보고자 한다.

다국어 초록 (Multilingual Abstract)

Recently, Africa has been experiencing a ``New Scramble`` with the United States and China actively competing for access to Africa`s natural resources, particularly energy resources. Since 9/11, in fact, the United States has attempted to play a more prominent role on the troubled continent of Africa with a new and much more proactive engagement in Africa. The United States has increased its foreign policy presence and capability in Africa as a means to counterbalance growing Chinese influence, which results in both opportunities and challenges for Africa concerning the issues of security and development. Examining the underlying forces of Africa`s strategic influence gained from within and outside, thus, this study aims to identify the nature and characters of U.S energy security strategy toward Africa. Within this context, this article tries not only to illuminate the U.S proactive engagement in Africa concerning the energy security, but also to disclose some policy implications for South Korean government`s diplomacy toward Africa in the 21st century.
