고난의 행군 이후 북한 ‘국가’의 특성과 번영 가능성: 인민반 사례 = Characteristics and Potential for Prosperity of the North Korean ‘State’ since the Arduous March: The Case of Inminban

국문 초록 (Abstract)

본 연구는 북한이라는 ‘국가’가 정치공동체로서 경제성장(발전)에 제약을 가지고 있는 요소를 탐구했으며 고난의 행군 이전과 이후 ‘인민반’이라는 행정제도를 연구대상으로 하여 미시적 상호작용과 거시적 국가 시스템의 문제를 함께 조명하여 분석했다. 국가 성패(빈곤과 번영)를 좌우하는 포용적 제도의 핵심요소인 중앙집권화, 개인의 자유(혹은 개인주의 출현), 사유재산제도, 시장경제를 분석틀로 해서, 상부구조인 국가가 최말단 행정제도의 그물망인 인민반을 통해 개인(주체)과 어떻게 상호 작동하고 있는지 살펴보았다. 이를 위해 9명의 북한이탈주민들과 심층면접을 진행했으며, 고난의 행군 이후 북한에서 개인주의적이고 시장적인 주체가 만들어지고 있는 번영의 가능성과, 동시에 제도적 모순에 따른 번영의 장애 요소를 혼합적으로 살펴보았다.

This study explores the factors that constrain economic growth (development) in North Korea as a political community. Focusing on the ‘Inminban’ administrative system before and after the Arduous March, the research examines both micro-level interactions and macro-level state system issues. Using an analytical framework based on key elements of inclusive institutions that determine national success or failure (poverty and prosperity)—centralization, individual freedom (or the emergence of individualism), private property rights, and the market economy—the study investigates how the state, as a superstructure, interacts with individuals (subjects) through the intricate network of the lowest-level administrative unit, the Inminban. To this end, in-depth interviews were conducted with nine North Korean defectors. The study finds both the potential for prosperity emerging from the rise of individualistic and market-oriented subjects in North Korea since the Arduous March and the institutional contradictions that hinder such prosperity.
