라틴아메리카 사회정책과 기본소득의 정치사회적 함의 = Social Policy and Universal Basic Income in Latin America

The main purpose of this paper is to elucidate an alternative social policy to overcome socioeconomic crisis caused by COVID-19 in Latin America. In particular, I would like to explore the applicability of universal basic income in Latin America as an alternative social welfare program. “Can a universal basic income be an alternative to Latin American social policy?" To inquire the answer for the question, the paper looks at the meaning and contents of extant literatures on universal basic income, the situation of poverty in Latin America, and reviews the history of social policies in Latin America. In conclusion, the study argues that it is impossible to implement universal basic income policy in the context of current political, economic, and social situations faced by Latin American countries. Furthermore, the research elucidates that the effectiveness of universal basic income in reducing poverty and closing the gap in wealth distribution among population in Latin America cannot be guaranteed without tax reform. However, universal basic income policy could be a meaningful instrument to strengthen key elements of social rights such as universality and indiscrimination and is likely to have a significant impact on the further development of social welfare system in Latin America.

국문 초록 (Abstract)

본 연구는 코로나19로 인한 라틴아메리카 사회경제적 위기 극복을 위한 사회정책의 대안 모색을 목적으로 한다. 특히 세계 각국에서 논의되고 있는 기본소득제(Universal Basic Income)의 라틴아메리카 지역에서의 적용가능성을 살펴보고자 한다. 이를 위하여 본 연구는 코로나19 대유행과 이로 인한 사회경제적 위기를 극복할 수 있는 라틴아메리카 사회정책의 대안은 무엇이며, 기본소득제는 라틴아메리카 사회정책의 대안이 될 수 있는가에 대한 답을 구하고자 한다. 본 연구는 기본소득의 의미와 내용, 라틴아메리카 빈곤 추이, 그리고 빈곤을 극복하기 위한 사회정책의 발전과정을 살펴보았다. 이를 기반으로 본 연구는 기본소득의 라틴아메리카 적용가능성을 역사적 사례들을 중심으로 살펴보았다. 결론적으로 본 연구는 라틴아메리카에서 기본소득제는 현재 라틴아메리카의 정치·경제·사회 상황에서 즉각적인 도입은 현실적으로 불가능에 가까울 뿐만 아니라 조세제도 등의 개혁 없이는 빈곤 감소와 빈부 격차 해소를 위한 실효성마저도 보장할 수 없는 제도라고 주장한다. 한편 보편성과 무차별성이라는 사회권 확립을 위한 핵심적인 의미를 내포하고 있는 기본소득제는 향후 라틴아메리카 사회보장제도 논의에 의미 있는 영향을 끼칠 것으로 보인다.
