This study describes the recent sharp decline in the desirability of public service as a phenomenon of declining public service attractiveness and proposes a response to theproblem. In addition, this study discusses the need for active responses by public administration academics based on an exploratory discussion of the decline in publicadministration and application rates that are expected to be related to the phenomenon of declining public service attractiveness. The results suggest that the decline in publicservice desirability is a trend and a phenomenon. On the other hand, the decline to the application rate for public administration in the Korean universities may be understood asa phenomenon when a longer-term trend is identified. As one of the ways to respond to these problems, various systems related to changes in human resource management andinnovation in public service culture were proposed.
