The purpose of this study is to provide appropriate inclusive educare programs by comparing and analyzing present situations and programs of inclusive educare facilities. The survey was conducted on 132 inclusive educare teachers at 27 inclusive educare facilities.
From the survey, most of the teachers answered that the slight handicap was proper for the inclusiveness, and they developed the programs, which were used at the inclusive educare facilities of handicapped children based on IEP and programs of ordinary educare facilities.
As for the self-evaluation about the teachers' usage of IEP, the inclusive teachers were evaluated higher than the special teachers. There were significant differences statistically in the degree of IEP usage in the actual classes according to the teachers' majors. Also there were significant differences statistically in practice of evaluation of IEP according to types of the teachers.
Although inclusive day care facilities were developing and conducting adaptation programs and IEP, many of them had no specialists for the programs.
From the self-rating, the teachers evaluated that their level of performance on IEP was average. And most of them answered that they were just conducting IEP at a little portion at the classes, and the major reasons were lots of administrative work and other non-valued work. The teachers answered that it was most important to develope and propagate the IEP rating and measurement tools for operating IEP efficiently.
