The korean tourism industry has recently been getting more complicated and the important part of its economy, with its qualities improving; However, there are some limitations in operation guidelines and systematic circumstances to implement sustainable development of the tourism complexes and resorts.

Second, the factor analysis and the importance analysis are implemented, after an expert questionnaire survey is conducted that assesses sustainability of development indicators.
The results of this study show that in the each planning sector of the Tourism & Recreation Type Second District Unit Plan, important are land use planning, environmental planning, landscape planning, infrastructure planning and building planning in order. And in the land use planning, 'Equitability of land distribution' is the most important factor. In the environmental, 'the planning related with open space' is the most important. 'Color suitability for the landscape view' and 'layout that reflects the topography' is the most important factors in landscape planning and building planning respectively.
Also, 86 detailed indicators are deducted from sustainable development indicators. Out of 86 detailed indicators, 62 are selected as decisive indicators that are marked more than 3.5 points. And the importance of 4 planning sectors shows that Environment, Society, Economy and Institution are important.
Therefore, this study indicates that it is necessary to add 4 planning sectors, that sustainable development indicators propose, and decisive indicators extracted from this study to the guideline of the Tourism & Recreation Type 2nd District Unit Plan.
