    비도시지역의 주거환경 특성을 반영한 생활SOC 지표 연구 : 경기도 고양시를 중심으로

    이 연구는 생활SOC 정책이 도시지역을 중심으로 수립되면서 비도시지역이 상대적으로 생활SOC 시설의 결핍과 그로 인한 도시지역과 비도시지역의 주거환경의 불균형을 초래한다는 문제 인식에서 출발하였다.
    이를 위해 생활SOC와 관련된 용어를 정리하고, 비도시지역의 특성을 확인하고, 비도시지역의 특성을 반영할 수 있는 생활SOC 지표를 도출하는 목적으로 연구를 수행하였다. 생활SOC 기준을 먼저 접근성 측면에서 고양시에 실제 적용해보고, 또한 접근성 위주의 분석에서 벗어나 형평성 측면에서의 생활SOC 시설 접근성 차이 와 주거환경의 형평성을 확인하기 위한 지표를 추가하였고, 접근성과 형평성 지표를 평가하기 위해 인구비중을 곱하여 동일한 단위의 점수로 변환하여 평가하였다.
    이를 위해 먼저 고양시에 접근성분석 및 주거환경을 평가할 수 있는 지표로 국토지리정보원에서 발표한 생활SOC 지표인 공공도서관, 문화시설, 노인여가시설, 여가시설, 병원, 어린이집, 유치원, 보건의료시설, 종합병원, 주차장에 추가하여 상수도, 하수도, 도시가스, 버스정류장, CCTV를 포함하여 분석하였다.

    첫째, 접근성 측면에서 고양시 전체를 분석한 결과 ①공공도서관,②공공체육시설,③문화시설,④노인여가시설,⑤도시공원,⑥여가시설,⑦병원,⑧어린이집,⑨유치원,⑩보건의료시설,⑪종합병원,⑫주차장 12개 시설까지의 평균 거리는 4.2km로 나타났다. 이중 보건의료시설과 종합병원이 5km 이상의 거리를 나타냈으며, 노인여가시설이 4.91km로 그 다음으로 접근성이 떨어지는 것으로 나타났다. 접근성측면에서 종합병원,보건의료시설,노인여가시설에 대한 공급이 우선시 되어야 함을 의미한다.
    둘째, 고양시 전체를 도시지역과 비도시지역으로 나누어 접근성 측면에서 분석한 결과는 모든 생활SOC 시설 ①공공도서관,②공공체육시설,③문화시설,④노인여가시설,⑤도시공원,⑥여가시설,⑦병원,⑧어린이집,⑨유치원,⑩보건의료시설,⑪종합병원,⑫주차장에 대하여 비도시지역의 접근성 평균이 모두 도시지역보다 높게 나타났다. 따라서 병원, 종합의료시설, 노인여가시설에 대한 생활SOC 공급 정책이 우선적으로 필요하다. 도시지역과 비도시지역의 접근성 차이는 시설별로 차이는 있지만 대부분의 시설이 물리적 거리에서 도시지역에 비해 비도시지역이 크게 나타나 비도시지역에 생활SOC 공급 정책이 필요하다고 판단된다.

    이를 통해 밝혀 낸 연구의 시사점은 다음과 같다.
    첫째, 법률상 생활SOC관련 용어가 일관되고 체계적으로 정리할 필요가 있다. 현재는 각 법령이나 시설을 공급하는 부서에서 사용하는 용어들이 다르고 그 내용이 달라서 혼동을 일으키는 경우가 많다. 따라서 용어에 대한 정리와 법제화가 이루어질 필요가 있다.
    둘째, 생활SOC 공급을 위해 접근성 외에 다른 분석방법 필요하다. 기존의 생활SOC 공급을 위해 물리적 접근성을 분석하여 결핍지역을 분석하고 공급을 하였다. 삶의 방식과 삶의 질 향상을 위한 주민들의 요구가 많은 부문 달라지고 삶의 질 향상과 생활SOC시설이 지역적인 편차없이 균형과 형평성 있는 공급 정책을 펴는 것이 시대의 과제이다.
    셋째, 비도시지역에 대한 연구들이 대부분 성장관리방안 및 용도지역에 대한 제도개선안에 머무르는 것이 아니라 실제 비도시지역의 주거환경 및 시설공급을 위한 생활SOC에 필요한 정책을 제안할 수 있도록 해야 한다.
    넷째, 생활SOC공급정책을 마련할 때 병원, 종합의료시설, 노인여가시설은 도시지역과 비도시지역 모두 접근성이 다른 시설에 비해 크게 나타나므로 우선적으로 공급되어야 한다.
    마지막으로 다른 지방자치단체도 비도시지역과 도시지역이 함께 공존하므로 고양시의 비도시지역의 특성이 다른 지방자치단체 도시에서도 유사한 특성이 존재할 것으로 판단된다. 따라서 다른 연구를 통해 다른 도시에서도 생활SOC시설에 대한 비도시지역의 특성과 주거환경을 반영된 지표가 활용 가능한지 지속적인 연구가 필요하다.
