켄터키(Kentucky)州 교육개혁이 도서벽지 및 농어산촌 지역 교육개혁에 주는 시사점: 전라남도 교육을 중심으로 = Kentucky Educational Reform Implications for the Education of Remote and Rural Schools: Focusing on Jeollanamdo Provincial Education

다국어 초록 (Multilingual Abstract)

The purposes of this study were to extract problems by analyzing the actual educational conditions and environment of Jeollanamdo, to draw implications from the educational reform in Kentucky that overcame the similar educational environment with Jeonnam, and to find out the ways of customized education reform for Jeonnam. For this purpose, literature research methods were used. The most serious problems of Jeonnam education were the following: ⅰ) a serious decrease in the number of students, schools, and teachers; ⅱ) a decline in education due to leakage of excellent human resources; ⅲ) the increase in the number of students from multi-cultural families and migrant workers, ⅳ) the stigmatization of teachers in the avoided areas, v) the opportunity to develop poor teacher professionalism, and ⅵ) poor financial support for education. The implications of the analysis of the initiative, progress, and outcomes of educational reform in Kentucky are as follows: ⅰ) bottom-up approach led by a coalition of private institutions; ⅱ) omnibus education reform; ⅲ) reform for students’ learning leaded by educational professionals; ⅳ) reform focusing on local issues; and ⅴ) reform sustained and supported by sufficient financial support. This study concluded that, in order to solve the problems of Jeonnam education, there are needed:ⅰ) a coalition of educational reform organizations; ⅱ) designation of all municipals for educational enterprise zone to expand educational budget; ⅲ) stable teacher recruit plan; ⅳ) creating a better teacher work environment; and ⅴ) set up a mid- and long-term reform plan and its implementing ordinances.

국문 초록 (Abstract)

이 연구는 ⅰ) 전라남도 도서벽지 및 농어산촌 교육의 실태와 환경을 분석하여 문제들을 추출하고, ⅱ) 유사한 교육환경을 극복했던 켄터키州의 교육개혁을 분석하여 시사점을 도출하며, ⅲ) 이를 적용함으로써 도서벽지 및 농어산촌에 소인수/소규모 학교가 많은 전남지역의 맞춤형 교육개혁 방안을 모색하는데 그 목적이 있었다. 이를 위해 문헌연구 방법을 활용하였다. 전남 도서벽지 및 농어산촌 교육의 가장 심각한 문제들은 ⅰ) 학생, 학교, 교원 수의 심각한 감소, ⅱ) 우수 인적자원의 유출로 인한 학력 저하, ⅲ) 국제결혼 또는 이주 노동자 증가로 인한 새로운 가족 형태의 학생 수 증가, ⅳ) 교사들의 근무 기피지역으로의 낙인, ⅴ) 열악한 교사 전문성 계발 기회, ⅵ) 빈약한 교육재정 지원 등으로 파악되었다. 켄터키州의 교육개혁의 발단, 경과, 성과 등을 분석한 결과에서 도출한 시사점들은: ⅰ) 민간 기관들이 연합하여 주도한 Bottom-Up 개혁; ⅱ) 교육전반에 걸친 omnibus식 개혁; ⅲ) 학생들의 학업 향상을 위해 교육 전문가들이 주도하는 개혁; ⅳ) 지역의 현안을 중심으로 한 개혁; ⅴ) 지속적이고도 충분한 재정지원이 뒷받침되는 개혁 등이 추출되었다. 이 연구는 켄터키州 교육개혁에서 도출된 시사점들을 반영하여 전남 교육의 문제점들을 해결하기 위하여 ⅰ) 교육개혁을 위한 연합기구 조직 필요; ⅱ) 교육재정 확보를 위한 모든 시⋅군 자치단체의 교육특구 지정; ⅲ) 교사 확보 방안 강구; ⅳ) 교사 근무환경 조성; ⅴ) 중장기 교육개혁 방안 수립 및 실행의 법제화 등을 제안하였다.
