네트워크 거버넌스에서의 정책조정수단 분석 - 유럽연합 연구개발 분야의 개방형조정방식(OMC)을 중심으로 - = An Analysis on Policy Coordination in the Network Governance - Focusing on the Open Method of Coordination(OMC) in EU's R&TD -

The 'Open Method of Coordination(OMC)' has emerged as a new policy instrument in the context of European network governance in March 2000. The OMC has strengthened the logic of mutual learning, benchmarking, best practice and peer review & pressure to achieve the EU's goal of becoming the world's most competitive and dynamic knowledge-based economy, capable of sustaining economic growth with better jobs and greater social cohesion.
In the field of Research & Technological Development(R&TD) as a target of this analysis, the Competitiveness Council of European Commission has organized the Committee for Scientific and Technical Research(CREST) to oversee process and implementation of the OMC in the area of R&TD. This paper examines the CREST-OMC which was launched in relation to the Barcelona 3% target set in 2003 as a policy instrument in the context of network governance. As a result, a positive view on the need to coordinate R&TD policies softly in EU 27 members and on the voluntary and flexible nature of policy coordination and learning in the CREST-OMC is shown even there is a negative view about the effectiveness of the open method of coordination(OMC).

국문 초록 (Abstract)

오늘날 유럽연합의 정책과정과 관련한 거버넌스는 다른 지역이나 국가에 비해 여러 가지 면에서 독특한 속성들, 즉 위원회 중심적이고, 다층적이고, 숙의적이라는 특성 등이 제시되고 있다. 특히 2000년 3월 리스본(Lisbon)에서 개최된 유럽연합 이사회에서 EU의 발전전략 목표를 '경쟁적이고 역동적인 지식기반경제의 구축'으로 설정하고, 향후 10여 년간의 전략적 목표인 리스본 전략을 수립한다. 이러한 정책목표를 달성하기 위한 정책조정기제로서 제창된 것이 네트워크 거버넌스 유형으로 설명될 수 있는 개방형조정방식(OMC: Open Method of Coordination)이다. 이는 경제와 고용부문을 넘어 사회보장, 교육 및 훈련, 기업정책, 혁신정책 및 연구개발 등의 분야로 확대 적용되어 오고 있다.
이에 개방형조정방식이 공식적으로 채택되어 활용되고 있는 정책분야의 하나인 유럽연합의 연구 및 기술개발(R&TD: Research and Technological Development) 분야를 연구대상으로 삼아 유럽연합의 R&TD 분야의 정책조정 메커니즘으로서 CREST-OMC의 구조와 운용적인 측면을 네트워크 거버넌스 차원에서 분석한다. 이를 통해 소위 연성적(soft) 접근방식이고, 회원국에 대한 ‘맞춤형(à la carte)’ 개입정책인 개방형조정방식(OMC)의 활용성과 한계점을 탐색하고 있다. 분석결과 유럽연합의 연구 및 기술개발 분야에서 회원국별 자발적인 정책조정을 위한 OMC의 활용성에 있어서는 긍정적인 평가이지만 비구속적이고 자율적인 정책조정수단으로서의 OMC의 실효성에는 한계가 있는 것으로 나타나 실효성 향상을 위한 제도적 장치의 마련이 필요하다.
