다국어 초록 (Multilingual Abstract)

Discussions on animal welfare are spreading in Korean society, but there is insufficient interest in how to deal with animal rights issues in the political arena. By contrast, a number of animal parties in Europe are expanding their influence and have even secured parliamentary seats. To understand the activities of these animal parties, it is necessary to look at the theoretical discussions on animal rights and the context of the development of these animal parties. This study examines the issues and strategies of the Dutch Party for the Animals from a theoretical perspective of niche parties. Founded in 2002, the Dutch Party for the Animals has become the most prominent animal party in Europe and has grown into the size of a mainstream party. The reason for this growth has been its ability to mobilize antipathy against established politics through the single issue of animal rights protection. However, the Party for the Animals is struggling to maintain its identity as a single-issue party while presenting general social and environmental policies. In this context, this article analyzes the political experiments and ideological difficulties of this party.

한국에서 동물복지 관련 담론이 확산되고 있으나 정치 영역에서 동물권 문제를 어떻게 다룰 것인지에 대한 관심은 아직 충분하지 않다. 반면 유럽에서는 다수의 동물당이 의석을 확보하고 활발할 활동을 진행하고 있다. 한국에서 생소한 유럽 동물당의 활동을 이해하기 위해 동물권에 대한 이론적 논의와 동물당이 성장한 정치적 맥락을 살펴볼 필요가 있다. 본 연구는 틈새정당에 관한 이론적 관점에서 네덜란드 동물당의 쟁점과 전략을 살펴본다. 2002년 창당한 네덜란드 동물당은 유럽에서 가장 두드러진 성과를 냈으며 지난 20년간 주류 정당과 유사한 규모로 성장했다. 이러한 성과를 낼 수 있었던 원인은 동물당이 동물권 보호라는 단일쟁점으로 기성정치에 대한 반감을 흡수할 수 있었기 때문이었다. 그러나 동물당은 일반적인 사회・환경 정책을 제시하면서 단일쟁점정당의 정체성을 유지하는 데에 어려움을 겪고 있다. 이러한 맥락에서 이 글은 네덜란드 동물당이 전개한 정치적 실험과 이념상의 한계를 분석할 것이다.
