한국과 국제실종아동센터(ICMEC)의 실종아동찾기 비교 연구 = A Comparative Study on The ICMEC’s Missing Children Model and Korean Legal Systems

In order to enhance the effectiveness of the search for missing children, it is necessary to examine the government policies and effects. The purpose of this paper is to compare and study the missing child search models of Korea and ICMEC to check for effectiveness. To this end, this study organized the framework of ICMEC's global standard for finding missing children by important elements.
It was found that the requirements of the ICMEC were satisfied. However, the lack of requirements for the ICMEC requires improvement of the legal system. It is necessary to make reporting calls free of charge, expand agreements with related organizations or organizations, prepare regulations in the Missing Children Act, distribute the Missing Child Alert through various means other than the website. Although the Children's Rights Security Agency is engaged in education and awareness-raising activities, it does not distribute child identification kits, so this point needs to be supplemented.
There is a limitation in not being able to analyze the actual conditions of guardians, missing persons, and their families appearing in the actual operation process because the analysis was focused on Korean laws and systems.

국문 초록 (Abstract)

우리나라 실종아동의 실태를 보면, 최근 들어 실종아동 찾기의 효과는 높은 편이나 장기실종아동의 추적 및 수사는 미흡한 편이다. 실종아동찾기의 효과를 제고하기 위해 한국과 국제실종아동센터(ICMEC)의 실종아동찾기 모델을 비교해 연구하는 것이 이 논문의 목적이다.
이를 위해 이번 연구는 국제실종아동센터(ICMEC)의 프레임워크에 따라 실종아동 개념 정의, 신고시스템 구축, 신고접수 및 수사, 실종아동 등록, 출입국 요건, 공개경보 시스템 구축 운영, 실종 예방 교육 등 요건에 해당하는 한국의 법령과 제도들을 찾아서 비교 분석했다.
실종아동을 18세 미만으로 개념 규정, 실종아동 정보시스템과 종합 데이터베이스 구축, 사건 추적 및 수사를 위한 프로파일링 시스템 운영, 실종아동 및 미확인 아동 등록, 실종아동 신고시 즉각적인 수사와 대응, 실종 예방 교육 및 인식제고 등에서 국제실종아동센터의 요건을 대체적으로 만족하고 있는 것으로 나타났다.
하지만, 일부 요건을 충족하지 못하는 부분에 대해 정책시사점을 도출하였다. 결론적으로 실종아동 신고 전화 무료로 운영, 실종아동 관련 기관이나 단체와의 협약 확대, 실종아동 출입국 절차 규정 마련, 실종아동 경보 수단의 다양화, 아동신원확인키트 배포 등 국제실종아동센터의 실종아동찾기 요건에 미흡한 부분에 대해 정책 시사점을 제안하였다.
