This study was conducted to investigate the needs of the high school credit system and the high school credit system for the operation of the high school credit system, and to present the role of the university in the operation of the high school credit system, which is planned to be fully implemented from 2025. To this end, 156 people in charge of each university, education office, and high school were surveyed for needs, and the significant difference in importance and execution was statistically verified through the t-test, and Borich's needs was also derived using the formula and The Locus for Focus Model. The following are the results of the needs commonly derived by the three institutions. First, there was a high needs for "plan to improve the university entrance examination system" and "reform the student evaluation system" as priority tasks to be solved for the stable establishment of the high school credit system. Second, the task that universities should cooperate to operate the high school credit system was high in needs for "support for the development and operation of curriculum and subjects." Third, the needs for "joint development and operation of curriculum and subjects" was high due to the role and support of universities in the operation of the high school credit system's university-linked joint curriculum. Through these results, the connection of the three institutions is important for the stable establishment of the high school credit system and the substantial operation of the university-linked joint curriculum, especially the active support and cooperation of universities for the 'joint development and operation' of the high school credit system.
