국공립연구기관의 정부 R&D 투자성과 분석 및 개선과제 도출 = Analysis of R&D Investment of National & Public Research Institutes and Searching Improvements

다국어 초록 (Multilingual Abstract)

This research analyzed the performances on investment of national and public research institutes which have been located in ‘neglected area’. This report tries to suggest approaches and implications to improve efficiency of government R&D investment. To achieve the purpose, such contents are included in the study as ① an overview on R&D investments and performances overseas, and ② an analysis of the problems on efficiency of public R&D investment. This report provides several ways and implications to improve the efficiency of public R&D investments. It is necessary to set up directions of R&D investment following the classification of the research
institutes. It is inevitable to reinforce talented researchers through upgraded recruitment system and to increase autonomy in their own selecting research areas. This is because it is expected to increase efficiency of R&D
investment for the long term with respect to institutes’ missions and characteristics of researchers the research institutes hold. Five major suggestions in detail to improve R&D investment system are listed in the report.

국문 초록 (Abstract)

국공립연구기관은 우리나라 공공연구기관 중 가장 먼저 설립되어 연구개발(R&D) 활동을 시작하였다. 국공립연구기관은 약 100년의 역사를 가지고 있으며, 1960년대 우리나라 과학기술 연구개발(R&D) 활동을 주도하였다. 그러나 최근 우리나라 연구자들은 국공립연구기관의 R&D 활동에 대해 관심을 기울이지 않고 있다. 과학기술분야의 연구자들은 공공연구기관중 정부출연연구기관이나 대학 등에 관심을 기울일 뿐, 국공립연구기관에 대해서는 관심을 기울이지 않고 있다. 이러한 현상의 가장 큰 이유는 국공립연구기관이 다른 공공연구기관에 비해 R&D 자금을 적게 배분받고 있기 때문으로 파악된다. 그러나 사실 국공립연구기관은 여전히 매우 중요한 위상을 가지고 있다. 따라서 본 연구는 국공립연구기관에 대한 정부 R&D 투자성과를 분석하고, 보다 효과적인 R&D 활동을 위한 개선방안을 모색하고자 한다.
이를 위해 그간 국공립연구기관에 대한 연구 자료를 바탕으로 문헌연구를 실시하고, 국공립연구기관의 R&D 투자성과에 대한 분석을 실시하고자 한다. 본 연구를 통해 국공립연구기관
에 대한 보다 구체적인 이해를 도모하고, 국공립연구기관의 성과 제고를 위한 방안을 도출할 수 있을 것으로 기대한다.
