항만재개발 지구내 해양문화지구의 기능과 시설에 관한 연구

This study is about the Function and Facilities for Ocean Culture Zone in Harbor Redevelopment Area. And, as showing the function of the introduction facilities and a role in Ocean Culture Zone over the success and failure of Harbor Redevelopment in advanced foreign countries and a bibliography, a successful Harbor Redevelopment plan is studied.The practice of Harbor Redevelopment can be classified as the type of redevelopment, and new development and conservation with regard as community condition and purpose of the development. Advanced foreign countries are creating the multi-functions which are linked with hinder land, tourism, and industry city through analysis of Harbor Redevelopment practices and various Harbor Redevelopments have been performed based on adequate reclamation works of coastal area and promoted focusing on existing port facilities in accordance with economical and various requirements. Also, as ensuring waterfront in port area, the area has been changed to multi complex getting joined ocean distribution industry, public life, tourism.In the site required Harbor Redevelopment, ocean culture zone reflected regional properties has most primary role. Combined transportation, culture, and tourism such as Cruise Terminal, Marina, Waterfront Facilities, and the others in ocean culture zone are satisfied to many people and met the people's cultural desire. At the same time the zone was a motive of regional development as attracting domestic and international tourists.Consequently, Multi Harbor Redevelopment plan through a comparison and analysis from the practices of Harbor Redevelopment in advanced foreign countries was devised and was analyzed the function and role of Ocean Culture Zone in this study. Also, successful Harbor Redevelopment scheme was suggested as providing the functions and roles of the facility imported which meet the characteristic of the circumstance and culture on the region in accordance with commercial complex for making a new value-added and land utilizing plan of the redevelopment area.

국문 초록 (Abstract)

본 연구는 항만재개발 지구내 해양문화지구의 기능과 시설에 관한 연구로써 선진외국의 성패사례와 관련문헌 분석을 통한 해양문화지구내 도입시설 기능과 역할을 제시함으로써 성공적인 항만재개발 방안을 실행한 연구이다.항만재개발 유형은 지역여건과 개발목표에 따라 재개발, 신개발, 보전의 형태로 구분되며, 재개발지구내 항만배후기능과 관광?도시기능을 연계하여 복합적 기능을 창출하고 있으며, 기존항을 중심으로 재개발을 추진하였으며, 재정적 부담을 최소화하고, 복합적 기능의 연계를 위하여 적정 매립을 통한 개발을 행하였다. 또한, 항만도시내 워터프론트공간을 확보함으로써 항만이 해양물류산업과 시민생활?관광기능이 함께하는 복합공간으로 변모하고 있다.항만재개발 대상지내 해양문화지구는 지역 특성이 반영된 공간으로 항만재개발에서 가장 핵심적인 요소가 된다. 해양문화지구내 크루즈터미널, 마리나, 친수시설 등의 교통?문화?관광시설은 복합연계하여 배치하고 시설을 제공함으로써 시민의 문화적 욕구를 충족시키고, 동시에 국내외 관광객을 유치함으로써 지역경제 발전의 원동력이 될 수 있음을 알 수 있었다.따라서, 본 연구는 선진외국의 항만재개발 사례를 비교?분석하여 복합적 항만재개발 방안을 수립하였으며, 항만재개발의 특성이 고려된 해양문화지구의 기능과 역할을 분석하고, 부가가치창출을 위한 상업시설 및 재개발지역내 토지이용계획에 따른 주변기능과 지역문화 특수성등을 고려한 지구내 도입시설 기능과 역할을 제시함으로써 성공적인 항만재개발 방안을 제시하였다.
