This article aims to present the Economic and Social Councils in France in response to two main questions. ``How does the government assure good conditions to resolve problems between employees and employers?`` and ``which relations does it have with the social associations?`` Through this presentation of the consultative institution, the paper suggests to reflect upon the institutionalization of interest groups. For this, it analyses the historical background and theorical discussions of that institution, and explains its composition and function. In order to discuss about problems of the institutionalization of interest groups, it suggests finally to research tensions between the Parliament of national sovereignty and assembly of interest groups, and to examine characteristics of union trades, which try to be independent from the government.
