The purpose of this study is to analyse the appropriate roles and responses of local governments in managing nuclear power plants safely and to build nuclear safety systems that the people and the world, trust from the viewpoint of the redundancy and multi-level governance theories.
Nuclear Safety and Security Commission sets top priority safety for people and the environment in Korea. The Commission tries to secure the highest level of nuclear safety and to protect nuclear facilities from both internal and external threats. The Commission also strengthen emergency system for any nuclear emergency or accidents.
But many bribery scandals and accidents happened internally, so people who live around nuclear power plants did not trust central governments including Nuclear Safety and Security Commission, Citizens who live around nuclear power plants asks for central governments to participate in securing nuclear safety.
So we suggest that Safety management of nuclear power plants and strengthening nuclear security system should be possible by the participation of the local governments which have nuclear power plants like Busan Metropolitan City. National Radio-logical Emergency Management System would also work with the help of local governments in realty.
We also suggest that local governments should have the authorities to investigate the accidents, to agree to activate nuclear power plants, and to recommend the experts of local governments which have nuclear power plants as the member of NSSC. To accomplish these tasks, local governments which have nuclear power plants should have the specialized organizations and local nuclear safety and security commission, and band together to cope with central governments and nuclear power companies to secure nuclear safety.
