경유승용차 판매허용의 정책변동연구: 옹호연합모형(Advocacy Coalition Framework)의 적용 = The Advocacy Coalition Framework and the Policy Change Analysis: The Case of Diesel Vehicle Policy in Korea

국문 초록 (Abstract)

국내에서는 경유승용차의 배출가스가 현실적인 기술수준으로는 불가능하게 규제됨으로서 사설상의 내수 판매가 금지되어왔다. 이에 대해 현대·기아 자동차와 산업자원부는 수출경쟁력 확보와 자동차산업 육성을 위하여 규제완화를 주장하는 반면 환경부와 환경단체는 심각한 대기오염을 이유로 반대하였다. 결국 2005년부터 배출 가스의 기준을 EU기준으로 완화함으로서 경유승용차 시판을 허용하였었다. 본 논문은 이러한 정책변동이 어떠한 과정을 거쳐 이루어졌는지 옹호연합모형(Advocacy Coalition Framework: ACF)을 적용하여 알아보았다. ACF는 정책변동을 정책하위체제 내에서의 규범과 인과율을 공유하는 옹호연합간의 상호작용의 결과로 본다. 환경보호와 산업발전이라는 각각의 상위 계층의 신념을 옹호하려는 환경연합과 산업연합이 공개토론회와 공청회, 과학적 연구결과 발표 등의 전문포럼에서의 정책지향학습을 통하여 연합의 이차적·도구적 신념의 수정을 가져오면서 경유승용차 판매허용이 이루어졌다. 기술혁신으로 인해 오염물질 배출이 저감된 경유엔진과 유럽시장으로의 수출증가와 같은 변화된 외부변수가 환경연합의 정책학습에 큰 영향을 미쳤으며, 또한 계속되는 수도권의 심각한 대기오염은 산업연합으로 하여금 수도권 대기환경개선에 관한 특별법의 제정에 동의하게 만들었다. 이러한 경유승용차 정책변동의 고찰에서 일반적인 산업정책이 정부의 막연한 자의적 기준에 의해 거시적으로 설정되는 것이 아니라 정부 부처 및 외부의 정책관련 집단들이 각각의 신념에 의해 연합을 형성하고 그 연합들이 상호작용을 거치면서 정책대안이 제시되고 수정되는 과정의 산물임을 논의한다.

다국어 초록 (Multilingual Abstract)

To what extent does diesel vehicle policy reflect a balance between the interests of environmentalists and industrialists? Based on the Advocacy Coalition Framework(ACF), this study found that diesel vehicle policy shifted in a strategic exchange among them. The basic idea of the ACF is that policy actors within subsystems form alliances around policy beliefs, or values, about what government should do. These alliances are called advocacy coalitions and tend to remain stable over a period of a decade or more. The ACF considers policy change as the result of learning processes within and between advocacy coalitions. Although diesel vehicles were considered to be one of the main causes of the urban air pollution, the government decided to ease the standards for diesel vehicle emissions to the level of Euro-3 level from 2005 and then Euro-4 level from 2006. This decision will make possible the sale of domestic diesel passenger cars. Such change was largely attributable to the ability of the industrial coalition to manipulate new information of enhanced technology and improved market condition. However, environmental coalition also was successful in passing the bill of the air control in metropolitan area. The analysis reveals how coalitions protect their deep core and policy core beliefs during technical disputes through the withdrawal of secondary aspects of beliefs systems.
