The next generation wireless networks environment consists of heterogeneous wireless networks such as WiFi, WiMAX and UMTS, offering mobility service. The objective is to exploit the popularity and the high data rates offered by wireless networks, but the user has to make several network selection while moving between these technologies. At this point, it is challenging to obtain optimized network selection based on dynamic user QoS preference. It is apparent that the decision should be based on various considerations such as the capacity of each network link, usage charge of each network connection, power consumption of each network interface, battery status of the mobile device and user preferences.
In this paper, we use the IEEE 802.21 MIH services to assit the QNSM to enhance the overall handover decision by exchanging messages, offered by the MIH function, between the Mobile Terminal and the Serving Network. And we propose a adaptive QoS-oriented Network Selection Mechanism(QNSM) using MIH services based on user QoS preference in heterogeneous networks. Our proposed QNSM is able to provide adaptive QoS per user and per service, implementing the Adaptive Comparision Priority Matrix(ACPM) by using the Improved AHP method.
