This study tried to seek a balanced development as a sustainable city index that reflects its location potential and land use characteristics for improving the natural settlement area that has become a disincentive to urban development due to the change of condition and environment. To this end, it aimed to suggest political improvements and implication by assessing management plan factors on maintenance and development.
Based on the results of the study, it tries to suggest importance of management plan factors on policy directions as follows. First, location environment by living area with easy access becomes the standard of function-centered classification, so setting a standard for management plan is required. Second, boundary line of the area needs to be retooled and improved in the way that it acts as importance of management plan which can improve the size and pattern of location due to standardization. Third, it requires support and political improvement in that an individual lot of land for the existing settlement can prevent the reckless land development through the improvement of village and infrastructure.
