    국회의 구성에 관한 헌법개정을 이야기할 때마다 양원제 개헌이 거론되지만, 양원제가 단원제보다 더 나은 제도라는 근거는 없다. 양원제를 채택한 나라들은 그 나라의 역사와 정치적 조건에 따라 양원제를 선택했던 것인데, 우리나라는 헌법을 제정할 당시나 지금이나 양원제를 취해야 할 이유가 없다. 귀족과 같은 신분제도는 이미 철폐된 지 오래고, 연방국가도 아니며, 전체 국민을 대표하는 의회 이외에 또 하나의 의회를 통해 대표해야 할 부분적 이익이라는 것도 뚜렷이 없다. 지방분권을 위한 지역대표형 상원이 거론되지만, 이는 넓은 영토와 강력한 지방분권을 필요로 하는 나라들 얘기다. 우리의 현실이 또 하나의 의회를 통해 각 지역의 이익을 대표해야 할 만큼 지방분권의 필요가 있다고 보기는 어렵다. 지역대표형 상원의 구성은 불가피하게 대표기회의 불평등을 초래하고, 자칫하면 지역의 이익을 중심으로 한 정치적 분열을 초래할 수도 있다.
    양원제의 장점으로 의회권력에 대한 통제를 들지만, 양원제가 아니더라도 대통령의 거부권, 헌법재판제도, 합의를 강조하는 의회의 의사절차 형성 등을 통해 의회권력에 대한 통제는 가능하다. 의회의 다수파가 다수결에 의존하여 전횡하는 것을 막기 위해서는, 의회에 다양한 정치세력이 균형을 이루게 하는 선거제도의 개선이나 소수파의 의사를 존중하고 합의를 중시하는 의회의 의사절차에 대한 개선이 양원제 도입보다 더 효과적인 방안일 수 있다.

    Whenever constitutional reform concerning the structure of the National Assembly is discussed, the introduction of a bicameral legislature is often proposed. However, there is no convincing evidence that a bicameral system is inherently superior to a unicameral one. Countries that have adopted bicameralism did so in response to their own historical circumstances and political conditions. Korea, both at the time of the Constitution's founding and today, has no compelling reason to adopt a bicameral legislature.
    In Korea, there is no clearly identifiable segment of society that requires representation through a second legislative chamber. Some advocate a regionally based upper house to promote decentralization, but such institutions are typically found in countries with vast territories and strong traditions of regional autonomy. There is little justification for an additional chamber dedicated to regional representation in Korea. Moreover, such a system would inevitably create inequalities in representation and could deepen political divisions along regional lines.
    One of the advantages of bicameralism is that it provides a check on legislative power. However, legislative authority can also be constrained through other mechanisms, such as the presidential veto, constitutional review, and parliamentary procedures that emphasize consensus-building. To prevent the majority in the legislature from abusing its power through simple majority rule, reforms to the electoral system that encourage a balance among diverse political forces, or improvements to parliamentary procedures that respect minority opinions and promote consensus, may prove more effective than introducing a bicameral legislature.
    The traditional expectation behind bicameralism was that decisions reached after reconsideration and deliberation by two chambers would be better than those made by a single chamber. In today's political environment, however, where political parties dominate legislatures, legislative decisions often become little more than the decisions of the party holding a majority of seats. As a result, bicameralism can no longer be expected to guarantee greater reflection and deliberation.
    Careful legislation is often presented as one of the principal functions of a bicameral system. In practice, however, this can also be described as legislative delay. Even now, the National Assembly struggles to keep pace with the rapidly changing demands of society and consequently delegates a substantial amount of legislative authority to the executive branch. As the pace of social change continues to accelerate, these challenges are likely to become even more severe. Under such circumstances, introducing a bicameral legislature-which would inevitably slow the legislative process-would run counter to the demands of the times.
