Abstract: The study aims to analyse the performance of cultural tourism festival implemented as an instrument to vitalize the regional development by the government. Cultural tourism has been received an attention worldly to help conserving cultural assets and creating economic value since 1980s. The government has supported the festivals financially to improve economic performance since 1996. This study examined whether the policy goal has been achieved through simple statistical and qualitative analysis, and to suggest future policy implications. This study analyzed the goals by correlation coefficient and satisfaction evaluation, based on the government’s reports and statistics for 2001-2018. This study showed that it is difficult to judge that the goals has been satisfied cleary and to predict them positively in the future. The results may imply to enhance the statistical indicators in economic performance and consumer satisfaction politically.

국문 초록 (Abstract)

문화관광축제 지원 사업의 경제적 성과 분석과 정책함의구 문 모

요약: 이 연구는 지역경제를 활성화하는 수단으로 추진되어 온 정부의 문화관광축제 사업의 성과를 분석하였다. 문화관광은 문화보존과 경제적 이익을 가져다주는 분야로 1980년대부터 가장 빠르게 성장하고 있는 것으로 주목 받아 있다. 우리나라도 1996년 이래 지역경제 활성화를 목표로 문화관광축제를 육성해왔다. 이 연구는 축제 사업의 정책 목표에 대한 달성 여부를 간단한 통계분석과 정성분석을 통해 살펴보고, 향후 정책 방향을 제시하고자 하였다. 이 연구는 정부의 문화관광축제 종합평가보고서와 2001-2018년간 연도별 축제 통계를 토대로 사업 목표인 경제활성화의 성과를 상관계수와 만족도 평가로 분석하였다. 연구 결과는 선행 연구와는 달리 실질적인 경제적 성과가 나타났다고 판단하기 어려우며, 향후 그 목표를 달성하기도 어려울 것으로 예측되었다. 정책 함의로는 축제사업의 성과를 높이기 위해 성과지표 비중을 높이거나, 소비지출에 영향을 주는 방문객 만족도를 개선하는 방안이 필요할 것으로 제시되었다.
