포스트개발이론의 관점에서 본 신흥 공여국의 개별협력사업 효과성 제고를 위한 투명성 기준 적용 방안 = A Study on the Guidelines of Aid Transparency to Enhance the Performance of Emerging Donors in terms of Aid Effectiveness based on the View of Post-Development Theory

국문 초록 (Abstract)

본 연구는 글로벌 파트너십에 입각한 개발협력사업의 효과성 제고 규범이 국제사회에서 제시되고 있으나 주요 선진 공여국과 국제기구에 의한 글로벌 거버넌스가 규범 설정 및 적용을 주도하고 있다는 문제인식이 있는 바 개발협력사업 효과성 제고를 위한 중요한 규범 중 하나인 투명성 기준을 신흥 공여국의 입장에서 글로벌 파트너십에 의거하여 적용할 수 있는 방안을 포스트개발이론에 근거하여 기존의 투명성 및 투명성 기준 평가 결과를 분석함으로써 모색하고자 하였다. 연구 결과 개발협력사업의 투명성 기준은 신흥 공여국의 입장에서도 글로벌 파트너십에 의거한 개발협력의 관점에서 유의미하고 사업 효과성 제고를 위해서도 유용하지만 기준의 내용, 적용 방식 및 효과는 주요 선진 공여국과 국제기구의 개발협력사업의 목적 및 이해와 유관함을 알 수 있었다. 이에 본 연구는 투명성 기준 설정과 적용에 있어서 사업효과성을 높일 수 있는 사업 기술과 방식을 보완할 필요가 있고, 기준 설정 시 참여 주체 간 형평성 있는 참여와 협의를 보장하고, 주체 간 상이한 사업 수행 여건을 고려한 유연한 투명성 기준 적용이 필요함을 제안하였다.

This study aimed at proposing ways to improve guidelines of Aid Transparency for enhancing the performance of emerging donors in terms of Aid Effectiveness following the Global Partnership in development cooperation because there is a critical issue that global governance of development cooperation is still controlled by tradition donors and international organizations. To achieve these objectives, this study adopted the view of Post-Development Theory to review and analyze the existing guidelines and current evaluation results of Aid Transparency. It resulted that existing guidelines are meaningful for emerging donors to implement development cooperation projects based on the Global Partnership in development cooperation but the principles and methods of Aid Transparency are relevant to the favor and interests of traditional donors and international organizations. In this respect, this study suggested that the global governance of Aid Transparency would be required to supplement technical terms and methods of Aid Effectiveness, guarantee a harmonized communication channel among the entities concerned and consider flexible policies for emerging donors due to their different background and conditions when setting up and applying the guidelines of Aid Transparency.
