북한 통치이데올로기의 형성·변화와 사상교육에 대한 연구 = A study on the formation and development of the ruling ideology and ideological education in North Korea

This study is designed to analyze Juche Idea, for which it examines the methodological problems of Juche Idea research, and the nature and development of Juche Idea. It investigates how Juche Idea as a ruling ideology has effected on North Korea political system and what functions and status Juche Idea has maintained. Moreover it focuses on how idea education has been carried out in order to establish Juche Idea as a ruling ideology in North Korea.
Juche Idea is a ruling ideology which emphasizes the cause, the protection of North Koreans and socialist regime. As a matter of fact, it is impossible to have a thorough grasp of North Korea without understanding Juche Idea.
Juche Idea is a ruling ideology which has been continuously reformed by the demands of times and realities. Juche Idea reflects a power-oriented will of Kim Il-Sung, and plays a role of political guidance in North Korea. However, Juche Idea is neither permanent nor unchangeable. Juche Idea has to change according to domestic and foreign situation. In spite of the rapid transition of political and social system in the Soviet Union and the European socialist countries, North Korea government has succeeded in protecting its system by emphasizing the excellence and originality of socialism of their own style. It is not too much to say that this has been possible wholly due to Juche Idea. It will be meaningful to analyze the status and development of Juche Idea, and also to understand the substance and essence of North Korea system by accounting transition process of Juche Idea.
Every communist regime has a ruling ideology based on Marxism-Leninism. The ruling ideology, which all the members are forced to support and obey, controls the whole aspects of social system. In the case of a communist system, a ruling ideology plays a significant role in pursuing existence and development. North Korea Communist Party also has been founded on Marxism-Leninism, but since Kim Il-Sung advocated 'Juche in the Party Project' in 1955, Kim's new idea became theoretically elaborated, systemized and then evolved into Juche Idea. And then 'Red Flag Idea' appeared after the death of Kim Il-Sung, and 'Kangsong Taeguk (Strong and Prosperous Country)' and 'Songun Chongchi (Military-First Politics)' did after the establishment of Kim Jung-Il regime. They are practical ideologies that were derived from Juche Idea, which means that they were modified versions of Juche Idea in terms of contents and framework. They are also dominant logics that regulate North Koreans' lives.
Therefore we can see Juche Idea has been developed according to domestic and foreign affairs, and the nature and character of Juche Idea as a ruling ideology in North Korea has been transformed by KIm Il-Sung and Kim Jung-Il's political objectives.
However the weakest point of Juche Idea is the argument that supreme leader, the party, and people need to be united as one entity and to be guided by supreme leader's instructions in order to complete the revolution and construction projects. This leads to cult of personality and personal dictatorship, which neglect North Koreans' subjectivity and force them to show only loyalties and blind obedience. It might be mainly due to the supreme leader's instructions that Juche Ideas is shunned by the international community.
It is a matter of common knowledge that political idea education has played a crucial role in maintaining political system peculiar to North Korea and insuring its legitimacy. In spite of the fall of socialist countries and internal conflicts, long sustenance of socialist regime is owing to political idea education based on Juche Idea and its role as an effective control mechanism. Therefore Juche Idea will be used as ideological base for idea education and thought control in order to protect its own socialist system and continue to add theoretical reinterpretation in accordance with change of surroundings. North Korea government needs to solve the problems such as social unrest by financial difficulties, decreasing social productivity by the downside of bureaucracy, and anxiety about the sustenance of own political system after the fall of Eastern Europe and the Soviet Union. North Korea government seems to concentrate its energies on political surveillance and idea education based on Juche Idea, which has been translated into Suryng Ideology (Supreme Leader Theory), Organic Socio-Political Body Theory, Urisik Socialism (Socialism of Our Own Style), and Songun Chongchi (Military-First Politics) and suchlike.

국문 초록 (Abstract)

본 논문은 주체사상에 대한 분석을 위해 먼저 주체사상 연구의 방법론적 문제를 검토하고, 주체사상의 본질과 성격이 어떠한 것인지, 주체사상이 역사적으로 어떠한 변화과정을 겪어왔는지를 살펴볼 것이다. 또한 변화과정에 대한 고찰을 통하여 주체사상이라는 통치이데올로기가 북한체제에 미친 영향과 북한 체제 유지를 위하여 어떤 기능과 위상을 지녔는지 그리고 주체사상이라는 통치이데올로기를 유지하기 위하여 실시한 사상교양은 어떻게 이루어지고 있는지의 문제들에 초점을 맞춰 고찰하고자 한다.
주체사상은 북한 주민들의 삶 자체의 수호라는 대의명분을 강조하며 사회주의 체제의 수호를 추구하는 통치이데올로기이다. 그러므로 주체사상에 대한 이해 없이 북한 사회에 대한 파악은 사실상 불가능하다고 하겠다.
북한의 주체사상은 시대적 상황과 현실의 변화에 따라 지속적으로 새롭게 만들어지는 통치이데올로기이다. 김일성의 권력적 동기와 현실정치의 지도적 지침으로 제기되었던 주체사상은 사회주의발전의 성공과 좌절을 동시에 경험하게 하는 이데올로기로 발전하였다. 그러나 주체사상은 북한의 통치이데올로기로서 김일성과 김정일이 말한 것처럼 영원·불변의 것이 아니다. 대내외적 여건이 변하고 시대가 변함에 따라 주체사상은 변해갈 수밖에 없다. 북한이 소련 및 동유럽 사회주의 국가들의 급격한 체제전환에도 불구하고 현재까지 ‘우리식’ 사회주의의 우월성과 독자성을 강조하며 체제수호에 성공한 것은 주체사상이라는 이데올로기가 있었기 때문에 가능했다 하여도 지나친 말이 아니다. 주체사상의 이러한 변천과정에 대한 체계적인 기술을 통해 북한체제에서 주체사상의 위상변화와 그 추이를 분석하는 것은 의미있는 일이며, 북한의 실체를 파악하기 위한 본질적 이해의 측면이 될 것이다.
모든 공산주의 체제는 마르크스-레닌주의의 기초를 둔 통치이데올로기적 성격을 가지고 있다. 체제 성원 모두가 지지하도록 강요된 통치이데올로기는 사회 체제의 모든 영역을 통제한다. 공산주의 체제의 경우, 생존과 발전을 지향함에 있어서 통치이데올로기가 차지하는 역할은 매우 크다. 북한의 공산당은 마르크스-레닌주의에서 시작하였으나 1955년 12월 김일성이 ‘당 사상 사업에서의 주체’를 내세운 이래, 차츰 구체적 내용을 담게 되고, 이론적으로 다듬어지고 체계화되면서 ‘주체 사상’으로 전개되었다.
김일성 사망 이후에는 ‘붉은기사상’, 그리고 김정일 체제가 공식화됨에 따라 ‘강성대국’ ‘선군사상’이라는 실천이데올로기가 등장하였다. 이러한 실천이데올로기들은 주체사상의 이론체계로부터 파생된 것이지만 그 내용과 구성으로 볼 때 주체사상의 변용을 시도하였고 이는 오늘날 북한사회의 유일한 통치이데올로기로서 북한 주민들의 삶 자체를 규율하는 지배논리라고 할 수 있다.
따라서 북한의 주체사상가들이 제시하고 있는 주체사상은 과거 북한 사회와 국제사회의 여러 가지 사회변수에 의해 영향을 받아 변화되어 왔지만 그것의 본질과 성격은 북한 통치자들, 특히 김일성의 정치목적에 따라 하나의 이데올로기로 작용하면서 변화해 왔음을 알게 된다.
그러나 주체사상의 가장 큰 맹점이며 약점이 되는 것은, 수령·당·인민이 일체로 통일되고 수령의 ‘지도’를 받아야만 혁명과 건설사업을 제대로 할 수 있다는 주장이다. 이는 결국 개인 숭배와 일인 통치로 귀결되며, 인민대중의 주체성이 무시된 채 충성과 복종만을 요구하는 지배자의 통치 사상 논리가 되기 때문이다. 아마도 국제사회에서 주체사상이 배척받거나 호응을 얻지 못하는 가장 큰 이유는 바로 그러한 수령의 ‘지도’원리 때문일 것이다.
이러한 북한의 독특한 체제 유지와 정통성 확보에 정치사상교육이 중요한 역할을 담당해 왔음은 주지의 사실이다. 주변 사회주의 국가의 붕괴와 내부적 모순에도 불구하고 장기간 사회주의 체제를 지속하고 있는 것은 주체사상에 기초한 철저한 정치사상교양과 주체사상교양이 사회통제기제로서의 역할을 충실히 해내고 있다. 따라서 앞으로도 주체사상은 대내외적 환경과 조건 변화에 따라 이론적 재해석을 새롭게 더하면서 우리식 사회주의를 지키기 위한 사상교양과 사상통제의 이념적·사상적 기초로 활용될 것이다. 북한은 경제난으로 인한 주민들의 사회불만, 관료제의 병폐로 결과된 사회적 생산성의 저하, 동구와 소련의 붕괴로 인한 체제유지의 불안 등의 과제를 해결하고 대외개방을 준비하는 데 있어서 수령론, 사회·정치적 생명체론, 우리식 사회주의, 선군정치 등으로 재해석된 주체사상을 바탕으로 정치사업과 교양사업에 전력을 다할 것으로 보인다.
