The ultimate purpose of music education is to let students build up personal musical ability so that they could fully enjoy music and make it a way of life; music could assist a student in being a whole person by harmonizing himself or herself with music. It means that only concentrating on training for special musical abilities could not be the sole purpose of music education.
In the Korean reality of music education, however, musical subjects or musical instruments education have been neglected because of the education for the entrance exam. For worse, high private education expenses have kept music education from becoming popular among students and it leads to the failure of music education which provides broader spectrum of education where the characteristic of each students is valued.
The Ministry of Education in Korea has been implementing the after-school system as an alternative since 2006 and more schools have participated in this policy(based on the data in April of 2015).
The purpose of this study is to research on the real condition of musical after-school piano programs and to suggest activation plans based on the current problems.
To proceed this study, a thorough research was conducted on elementary level after-school piano programs in Gwangju Metropolitan City and below are the problems of current after-school programs.
First, private instrument tutors play a key role in opening up the after-school class by consulting with school authorities.
Second, meaningless administrative procedures are required when tutors renew their employment contracts with the school.
Third, tutor participation for seminars or training is not enough except for the mandatory ones.
Fourth, the content of after-school programs is quite comparable to that of private lessons but the tuition is much less compared to private lessons.
Fifth, the parents of students should improve their recognition on after-school piano programs.
