光陽灣圈大氣環境改善에관한特別法 制定 論議 = Discussion of Enacting Special Law of Improvement of Air Environment in Gwangyang Bay Circle

Korea has established industrial parks in Yeochun, Gwangyang, etc. under the slogan of economic development and concentrated on securing national competitiveness, but it has deepened air environment pollution in Gwangyang bay circle. Government designated Gwangyang bay circle as air environment regulation area to improve its air environment, strengthened environmental regulations and made efforts to enhance the air quality, but it has been unfruitful.
Therefore, since it is impossible to settle this with current air environment preservation law, Committee of Gwangyang Bay Circle Environment Improvement Measures and Environmental Agencies introduced regulation of total emission, emission trading program and compensation system and proposed the enaction of special law of environmental improvement of Gwangyang bay circle and its surroundings on Dec. 29, 2003.
Accordingly, this study examined the current situation of air pollution in Gwangyang Bay Circle and contents, needs and legal problems of the special law.
