According to the introduction of public insurance in Korean medical market, the accessibility to medical service for citizens in a blind spot of medical risk has improved and the size of medical market has been expanded. Yet, as the current system of national health insurance has reached a potential limit because of an insufficient allowance by public insurance, concern about the introduction of private medical insurance for providing a better medical service raises an issue.
Hence, the policy issue addressed in this paper is what is the best alternative to the introduction of private medical insurance for the establishment of desired medical insurance system in Korea? The issue on the introduction of private medical insurance is in fact embodying a dual conflicting objective of public spirit in medical service and efficacy in service delivery, the relative utility value of which is actually determined by the writers personal preference.
As alternatives to solve the issue, four methods are proposed: (1) current system, (2) partial introducing scheme of private insurance in a non-allowance, (3) full introducing scheme of private insurance in a non-allowance, and (4) competitive scheme between public and private insurance in non-allowance & allowance. The alternatives are quantitatively and qualitatively evaluated in terms of political and fully thought-out technical feasibilities. By the result of feasibilities analysis, the partial introducing scheme of private insurance in a non-allowance is finally recommended as an optimum alternative to solve the policy issue.
