The paper of this study is to analyze the character of North Korean bureaucracy. Bureaucracy culture in North Korea was greatly influenced by traditional culture and socialist political culture, Party-State Bureaucracy and Ju-Che culture (a ruling system in North Korea). The structure of Bureaucracy culture in North Korea is to be classify into three sections in this paper, and first one is Ju-Che functional bureaucracy culture, second one is Ju-Che reverse functional bureaucracy culture and finally, Ju-Che contradictory bureaucracy culture.
To begin with, the first trait of Juche-functional bureaucratic culture is the bureaucratic culture based on collectivism. Though the value of collectivism is very common in socialistic system, it is more powerful in North Korea by connecting it to traditional spirit of collectivism in the East. Especially, in the core of North Korea's collectively-bureaucratic-culture, the existence of Su-Ryung forms the special feature of North Korea's regime.
Second, there is the bureaucratic culture of mass-line/mobilization: in North Korea, mass-line has been adopted as a way to overcome bureaucratic culture's such problems as communalism, regionalism, familism, nepotism and used for the mobilization of people.
Next, as Juche-reverse bureaucratic culture, there is bureaucratic cultures such as communalism, regionalism, familism, nepotism, etc. Especially, the bureaucratic culture such as communalism has been formed through postwar North Korea's politically and economically dynamic situations. In the processes of postwar reconstruction, socialist revolution, establishment of socialism, solidification of Jaju-line (self-reliance line), and the elimination of communalism provided a just cause for the establishment of Kim, Il-Sung's absolute dictatorship.
Second, there are bureaucratic cultures such as authoritarianism. In the process of solidifying party's rule, the authoritarianism became typical feature.
Lastly, the first of several features of Juche-contradictional-bureaucratic-culture is the bureaucratic culture of Su-Ryung-absolutism. The bureaucratic culture in Su-Ryung-absolutism precipitated the seclusion, and the principle of perfect performance of Kim, Il-Sung and Kim Jung-Il's instructions as well as unconditional performance and absolutism created bureaucratic human being, which leaded to limit and restrict the creativity and reformation.
Second, there is bureaucratic culture of selfishness and bureau-centralism. The socialistic economic system in North Korea could not overcome the problems of bureaucratic dictatorship in reality because it maintains centralized-planned- economy which is based on the social possession of productive means.
Third, the bureaucratic culture of technology-mysticism, which means the idolization of scientific technology or material-technological condition, has been criticized because its passivism and conservatism mystify the science and technology making them regarded as things for scientists or engineers. Accordingly, though this technology-mysticism was criticized alongside of passivism, conservatism, flunkyism, empiricism, etc., maintaining Juche-ideology and planned economic system, which totally eliminates creativity, cannot help making the bureaucratic culture of technology-mysticism and contradictional-Juche-culture coexist.
