Cyber education is the new paradigm which is able to satisfy today``s educational needs. It has been already introduced or is being prepared to introduce in many universities and institutes in Korea. However, most of them have weak or little strategy and plan to establish sound cyber education system s. Also they seem to be without understanding of their nature and essential characteristics. In order to implement the successful systems, it is the most important to set objectives, to identify and analyze target learners, to establish curriculum and to decide courses which will be open. To meet the needs and requirements of target learners and subject matters, we need to select appropriate type of cyber education, which can be divided into 3types such as distance self- paced learning, real- time distance lecture and lecture on demand. We can implement more than one type of systems for a course. Each type is sub- divided by its network base, that makes differences in educational characteristics, application domain and other consideration points for its implementation. After making decision on the type, we can implement and integrate its components, which are information infrastructure, educational contents, support systems and control factors, while considering their dependent nature. Implemented based on the systematic approach mentioned above, cyber education systems can bring out their educational potentials and realize our expectation s for education.
