공공기관의 정보화와 변화관리

국문 초록 (Abstract)

본 연구에서는 공공기관의 정보화로 인한 변화의 특성을 논의하고 변화관리의 영역과 과제를 제시하였다. 기존 업무를 자동화하기 위한 전산화와 기술, 조직, 전략의 변화를 수반하는 정보화를 대비시켜 보건대, 공공기관의 정보화로 인한 변화는 불연속적 변화로서의 특징을 지니며 조직 전반에 걸쳐 심대한 영향을 미치는 변화이기에 그에 부합하는 변화관리의 전략이 필요하다.
본 연구에서는 공공기관의 정보화로 인한 불연속적 변화를 조직 내부로 수용하기 위해서는 기술, 조직, 전략의 영역별로 변화관리가 시도되어야 함을 제시하였다. 첫째, 기술영역에서 기술간 경계 허물기, 정보화 관련 프로그램들의 연계, 평가지표 등을 변화관리의 주요 과제로 제시하였으며, 둘째, 조직영역에서는 저항의 극복, 할거주의의 극복, 원활한 의사소통을 주요 과제로 제시하였다. 셋째, 전략영역에서는 변화의 논리 정립, 이해관계의 조정, 가시적 성과의 창출이 변화관리의 주요 과제임을 제시하고, 각 영역별 과제에 대해서 구체적인 방안을 제시하였다.
