한국의 장관은 정치가인가 행정가인가: 장관 리더십에 대한 근거이론 적용 = Is the Korean Minister a Politician or an Administrator? Application of Grounded Theory to Ministerial Leadership

국문 초록 (Abstract)

정치적 피임명자이자 조직 관리자로서의 역할이 부여되는 장관직의 특수성을 기존의 리더십 이론으로 충분하게 설명하기 어렵다. 본 연구에서는 김영삼 정부에서 이명박 정부에 이르는 4개의 정부를 ``민주화 이후``라고정의하고, 한국의 장관 리더십을 분석하였다. 정치사회환경과 시대적 요구가 정치적 임명의 조건이라는 점에서 장관 리더십은 정치와 행정의 속성을 반영한다. 이에 연구자는 민주화 이후 임명된 장관 중 외부에서 부임한 7명의 장관들(1명의 차관 포함)과 심층인터뷰하였고, Strauss & Corbin의 근거이론을 적용하여 <장관리더십> 패러다임 모형을 구축하였다. 분석 결과, 장관 리더십의 핵심범주는``변화를 불어넣음``으로, 장관은 정치가로서의 이상을 추구하되 행정가로서의 전략을 구사하고 있는 것으로 나타났다. 또한 변화를 추구하는 대상에 따라 장관 리더십을 ``관계 지향적``, ``조직 지향적``, ``정책 지향적``, ``대외 지향적``리더십으로 유형화하였다. 본 연구는 장관직을 수행한 참여자들의 경험을 토대로 장관 리더십을 실증 분석함으로써 정치와 행정의 경계에 위치한 장관직의 고유성을 밀도 있게 분석하였다는 데 의의를 둔다.

Ministers have dual roles as political appointees and organizational managers. This study defined four consecutive governments, from the Kim Young-Sam administration to the Lee Myung-Bak administration, as post-democratization and analyzed the leadership of Korean ministers. The ministerial leadership reflects political and administrative attributes, in that political and social environments and the needs of the time form the conditions for political appointments. For this reason, the researcher conducted in-depth interviews with six minsters and one vice-minister who were appointed from the outside after democratization. This study then applied grounded theory and constructed a paradigm model for ministerial leadership. Results of analysis showed that a core category of ministerial leadership is the wind of change and that ministers pursue an ideal as politician while using the strategies as administrators. In addition, ministerial leadership is categorized as relationship-oriented, organization-oriented, policy-oriented, or externally-oriented depending on the objects the ministers seek to change. This study has significance in that it empirically an alyzesministerial leadership based on the experiences of former ministers, and proposes unique characteristics of ministers who are on the border of politics and administration.
