교육에서 글로컬 개념에 대한 고찰 = A study on the Concept of Glocal in Education

국문 초록 (Abstract)

‘글로벌(global)’과 ‘로컬(local)’의 합성어 ‘글로컬(glocal)’은 최근 교육현장과 교육정책에서 빈번하게 사용되고 있으나 그 의미와 교육학적 검토는 충분치 않다. 이 연구는 교육에서 사용되는 글로컬의 개념과 용례를 분석적으로 고찰함으로써 교육에서의 글로컬 개념을 정립하는 기초연구로서 수행되었다. 이를 위하여 글로컬 개념에 대하여 먼저 살펴보고, 글로컬이 교육에서 어떻게 사용되는지 언론보도와 선행연구를 분석하였다. 선행연구는 글로컬을 ‘키워드’로 단순 차용한 연구와 ‘글로컬 역량’에 대한 연구가 주를 이루었고, 언론보도에서는 수도권을 제외한 지역의 대학이라는 공식 그리고 정부가 추진하는 사업명 ‘글로컬 대학 30’선정과 관련된 정책명 차용을 확인하였다.
이 연구에서는 교육에서 글로컬 개념을 ‘지역과 장소를 기반으로 세계시민성과 지역 이해와 실천 등 글로컬 역량을 함양하여 인류와 공동체에 기여하는 교육’으로 정의하였고, 글로컬 역량은 세계시민성, 지역 이해와 실천, 공동체성, 다문화 역량, 글로벌 역량을 포함하는 것으로 분석하였다. 교육에서 글로컬은 고등교육에서 활발하지만 학교와 마을교육, 평생교육에서도 가능하고, 지역과 장소에 기반을 둔 세계시민교육의 관점으로 접근할 수 있다. 글로컬은 모든 지역에 해당하며 단순히 ‘비수도권 지역의 교육’과 정책 사업명의 키워드로 머물러서는 안 될 것이다.

다국어 초록 (Multilingual Abstract)

The term glocal, a blend of "global" and "local," is increasingly prevalent in educational settings and policies. However, its meaning and pedagogical implications remain underexplored. This study aims to analyze the concept and applications of glocal in education to establish a foundational framework for glocal education.
To achieve this, the study first examines the concept of glocalization and then analyzes its usage in education through media reports and prior research. Prior studies predominantly focused on two areas: using glocal as a keyword and exploring "glocal competencies." Media analysis revealed that glocal is often associated with universities outside the metropolitan area and government-initiated policies, such as the “Glocal University 30” initiative.
This research defines glocal education as "education that fosters glocal competencies—such as global citizenship, understanding and engagement with local communities, and contributing to humanity and the broader community—based on regional and local contexts." Glocal competencies include global citizenship, understanding and engagement with local communities, community-mindedness, multicultural competence, and global skills.
In education, glocal is actively practiced in higher education but is also applicable to school education, community-based education, and lifelong learning. It can be approached from the perspective of global citizenship education rooted in regions and places. Glocal applies to all regions and should not remain merely as a keyword for "Education in non-capital regions" or policy project titles.
