항만형 자유무역지역의 비거주자 재고물류 활성화를 위한 제도 개선에 관한 연구

국문 초록 (Abstract)

자유무역지역은 한 국가의 영토 중 일정지역을 외국으로 간주하여 비관세조치 등 조세 감면 혜택, 각종 규제완화 등의 인센티브를 제공을 통해 외국인 투자 유치나 수출지원 목적으로 활용 되고 있으나 최근 들어 자유무역지역이 소기의 정책목표를 달성하지 못하고 있다는 지적이 있다. 2000년대 이후 지정된 자유무역지역은 물류형 자유무역지역의 비중이 높음에도 불구하고 현재 운영되고 있는 제도는 1970년대의 수출자유지역을 근간으로 한 산업단지형 자유무역지역에 초점을 맞춘 제도이므로, 변화하는 현실을 따라잡지 못하고 있다는 의견도 있다. 이러한 관점에서 항만형 자유무역지역과 관련된 주요 기능을 재정립하고 이에 따른 제도 개선이 병행되어 지속적으로 변화하고 있는 글로벌 물류환경에 적절히 대응할 필요성이 있다. 따라서 본 연구는 우리나라 항만형 자유무역지역이 글로벌 경쟁력을 제고 할 수 있는 방안 중 비거주자재고물류 활성화를 통하여 국제물류허브로 나아가기 위한 항만형 자유무역지역 기능 재정립 및 관련 제도 개선을 제시하고자 한다.

It has been pointed out that free trade zones are regarded as foreign countries and are being used for the purpose of attracting foreign investment or supporting exports by providing incentives such as non-tariff measures and various deregulation measures, but recently, free trade zones have failed to meet the desired policy goals. Some say that despite the high proportion of logistics-type free trade zones designated since the 2000s, the current system focuses on industrial complex-type free trade zones based on export-free zones in the 1970s, and thus does not keep up with the changing reality. From this point of view, it is necessary to redefine major functions related to port-type free trade zones and appropriately respond to the changing global logistics environment in parallel with the consequent improvement of the system. Therefore, this research suggests the re-establishment of functions of port-type free trade zones and the improvement of related systems to move toward international logistics hubs through the revitalization of non-residential materials inventory among the measures to enhance global competitiveness of Korea s port-type free trade zones.
