‘캠프 데이비드’ 한미일 협력과 한국 외교의 과제 = Korea-US-Japan Trilateral Cooperation and the Korea’s Future Diplomatic Tasks

국문 초록 (Abstract)

지난 8월 18일(한국시간) 한미일 삼국 정상이 합의한 ‘캠프 데이비드 정신’은 삼국의 정상이 독자적인 외교적 목적을 가지고 독립적인 행사에서 한 자리에 모인 최초의 삼자 정상회담이었다. 3국의 국가 정체성과 이익은 서로 다르지만, 국제질서 혼돈기를 맞이하여 다양한 의제들에 대해 협력하는 것이 국가이익에 부합함은 물론 보다 안전하고 평화로운 인태지역과 세계질서를 구축하는 데에 도움이 된다고 판단한 것이다. 국제질서 혼돈기에는 가치와 규범적 측면을 강조하는 경향이 있으므로, 캠프 데이비드 합의는 가치 기반의 국제질서를 강조하는 정신이고, 동시에 이제 어느 한 국가가 국제사회의 다양한 이슈들에 대처하기 어렵다는 현실적인 이해관계의 공유이기도 하다.
예외가 없었던 것은 아니지만, 미국과 일본을 상대로 한국은 상대적으로 약소국의 입장에서 주도적인 외교 어젠다를 제시하는 데에 어려움이 있었던 것이 사실이다. 하지만 이 번 캠프 데이비드 선언은 윤석열 정부 이후 한국의 주요 외교 파트너 국가는 물론 국제사회를 향해 적극적으로 한국의 역할을 설계하고 제시한 소위 ‘능동 외교’의 연장선에서 이뤄졌다고 볼 수 있다. 물론 일부 사안에 있어서 미국 및 일본과 이해관계가 다를 수 있지만, 이 지역을 대표하는 가장 앞선 민주주의 국가들과의 연대라는 차원에서 시사하는 바가 매우 크다. 한국은 앞으로도 국제 평화와 번영에 적극 기여하여 외교적 위상을 강화함은 물론, 그러한 노력이 결과적으로 한반도 문제에도 도움이 되도록 정교한 전략 수립에 정진해야 할 것이다.

다국어 초록 (Multilingual Abstract)

The Camp David Summit between Korea, US, and Japan was the first trilateral meeting among the three countries as an independent diplomatic occasion, not as a part of the other multilateral meetings. Even though the three have each own national identities and interests, they strongly believe that the three countries’ cooperation should bring about the larger diplomatic and security benefits in facing the crisis of the liberal international order. The Cam David spirits also identified that 1) the three countries clearly share the importance of ‘value & order-based’ international order, 2) they also agree the both traditional and non- traditional problems in international society no more can be handled by any single state.
It is said that the Korean government has played an active role and initiative in finalizing the Camp David joint statement. Korea clearly has different national interests in some subjects as the other two countries have, but at the same time the participation to the cooperation with the two democratically advanced countries is very critical. It is important to consolidate the Korea’s better status in international society with the beginning of the trilateral cooperation, and we have to do our best to bring about a positive effect to the North Korea problem from the better status.
