Implementation of TPLMS in the Paldang Reservoir Watershed has been unsuccessful partly because of the voluntary implementation system as well as the technical difficulties encountered in developing TPLMS plan. Although technical uncertainties particularly involved in estimating quantitatively non-point pollutant load and its effect on water quality have been considered as major problems, we can hardly expect innovative solutions to be provided within a few years. One of strategies to overcome the technical problems is to take phased approach which implementing TPLMS only in the small stream segments and their watersheds showing serious water quality problems instead of the whole watershed, and covers only point pollution sources for the low flow condition until year 2015. Meanwhile, scientific and technical infra for non-point pollution source control can be established by the incentive-based program which is operated in connection with TPLMS implementation.
