한국 국방개혁 2020의 문제점 = Revisiting the Defense Reform 2020 - Building Military Power for the Future

국문 초록 (Abstract)

현재 국방개혁 2020을 어떻게 보완 또는 수정할 것인가에 대한 논의가 진행되고 있다. 그렇다면 어떠한 부분에서 수정이 필요한가? 본 글은 국방개혁 2020이 미래에 대한 예측을 너무나도 하지 않고 있으며 정치적 요인을 너무나도 많이 그리고 동시에 너무나도 적게 고려하고 있다고 평가한다. 미래에 나타나는 전쟁의 양상을 예측하지 않고 있으며 따라서 미래의 세계에 대한 정치적 고려를 하지 않으면서 단순히 지금의 세계가 유지된다고 본다. 이러한 예측은 지난 20년 동안의 변화와 그에 따른 전쟁 양상의 변화를 살펴보는 경우에는 수용되기 어렵다. 또한 전쟁 기술 자체의 변화에 따른 전쟁의 변화에 대해서는 정치적 고려를 너무나도 많이 한 나머지 핵확산에 대해서는 논의하지 않고 매우 제한된 형태로 정밀타격기술만을 강조하고 있다. 이러한 문제점은 군사기술의 잠재력과 충격을 전반적으로 고려하는 경우에 나타나는 다양한 문제를 다루지 못한다는 결점으로 드러난다. 즉 국방개혁 2020을 수정 또는 보완하는 경우에는 보다 입체적으로 미래에 대해서 - 미래의 전쟁과 전쟁의 미래를 동시에 - 전망하고 이에 기초한 국방개혁안을 제시하여야 한다.

다국어 초록 (Multilingual Abstract)

The Defense Reform 2020 (DR 2020) has been under review for a year. The DR 2020 is a well-made plan for the national security in the year of 2020, but it has a single flaw of great policy relevance. The DR 2020 makes too little prediction about the future, even though it is about the future. On the one hand, it fails to predict the war of future. The critical question would be what kinds of war states would fight in 2020; nstead, the DR 2020 simply asserts that the future would be like the present, with no analysis about political transformations in the years to come. Power balance of 2020 would determine the kind of political and military conflicts in the future. It should be the major part in revisiting the DR 2020. On the other hand, the DR 2020 does not explore the future of war. It only advocates technological improvements such as precision-guided munitions, but no investigations into other aspects of future wars was made. Nuclear proliferation and revolutions in military affairs, for instance, might be the determining factors in the future.
Also, military transformation would require organizational transformation in the armed forces, which was completely absent in the DR 2020.
