Public Administration in essence is to provide a system to meet the social demands.
Urban administration is responsible for supplying and regulating the services which citizens expect to receive, and for this we adapt the administrative system to meet the constantly changing social demand.
Therefore, success of public administration depends on how well we combine and make best of the factors a variables which are put into the public administrative system and how well we supply and regulate all necessary services.
This study has analized and investigated the change of social demand between 1960 and 1980 and subsequent administrative changes of Cheonju City Hall, provincial capital of Chungpuk province.
Primary factors affecting administrative changes noted in this study are as follows;
1. Increase of population.
2. Change of industrial structure.
3. Enlargement of urban circle.
4. Improvement of citizen's personal income.
And this study has also analized and investigated this administrative system which was adapted to meet the increased demand of urban services and the following areas are the ones paid closer scrutiny.
1. General administrative organization.
2. Scale of finance and its change of structure.
3. Standard of administrative service.
According to the study completed, the administrative system of Cheongju city is not a viable one which can meet the ever-in-creasing administrative demands.
Administrative system of Cheongju city is in a poor condition to fulfill the citizen's demands and there are vast needs for continued improvement of the delivery system and its structure.
Therefore, active and future-oriented public administration is most necessary to focus on the enhancement of genuine quality on life of citezen.
