Namhansanseong was listed as a UNESCO World Heritage Site as of 2014, and has emerged as a tourist attraction garnering 3 million visitors annually. In addition, the Namhansanseong History Center, which will be constructed for the exhibition, education, and management of relics related to Namhansanseong, is scheduled to open in 2023. The purpose of this study is to establish an efficient operating plan for the Namhansanseong History Center and present a plan to develop and revitalize content in connection with Namhansanseongs historical and cultural resources based on this. We established organizational design and human resource planning, content development plans with historical and cultural resources, tourism revitalization plans, and transportation improvement plans through visitor surveys, field trips, and review of materials related to the Namhansanseong. The policy challenges proposed in this study are as follows. The first is to promote the enactment of municipal ordinances related to the operation and management of the Namhansanseong History Center. Second is to promote public participation projects in order to develop or utilize the historical and cultural content of Namhansanseong. Third is a strategy to establish an academic research network of Namhansanseong History Center and strengthen online marketing strategies for Namhansanseong. Fourth is to promote the Namhansanseong History Center digitalization project, the establishment of infrastructure and a platform of Smart Tourism, and Fostering Destination Management Organization (DMO) of the Namhansanseong. Lastly, it is to promote a Namhansanseong transportation improvement project and an introduction of Demand Response Transit (DRT).
