This paper investigates how industrial clusters in San Diego are formed and how urban governance influences clusters’ development. San Diego, located in the southwest coast of the US, has shown a dramatic history of urban growth. In the 18th century, Spanish colonizers first established military and missionary centers in the region. Subsequently the US government propelled massive urban constructions for defense and military purpose in the early 20th century. The city experienced rapid growth influenced by increasing expenditure of the US Department of Defense after the World War II. Although San Diego was faced with recession and government budget-cut in the 1970s, it has gained the economic revival since the 1990s, propelled by industrial clusters of such sectors as telecommunications, bio and pharmaceutical engineering, and bio-medical research. While it is certain that the city’s clusters were possible both through their pathdependency on US defense industry and by inter-firm ecological dynamics, the establishment of their economic ground was realized by urban governance of the San Diego Association of Governments, which is one of the most influential economic actors in the region.
