The purpose of this study is to analyze welfare service for the elderly in Japan with a focus on the investigation of government welfare policy in order to reduce family care charge. Specifically, in this study analyzed is the importance of family care in long-term care insurance by the comparison of the family care service with the welfare service for the elderly before the implementation of the family care service. By doing so, the author attempts to assess the benefits of long-term care insurance from the perspective of family and then identify the problems embedded. The result of this study is expected to provide a useful insight for the introduction of social long-term care security system in Korea. Results of the study show while there was a major change in welfare policy for the elderly, no noticeable improvement in family care service was observed by the implementation of long-term care insurance. It is assumed that the lack of evaluation of family care service and the lack of government support are attributed to the unsuccessful implementation of long-term care insurance. In order to achieve the purpose of long-term care insurance, cash payment for family care should be taken place. In order to implement cash payment appropriately, conditions such as the purpose, the beneficiary, and the amount of cash payment should be carefully considered.
