한국의 국회의원 선거와 자원배분의 정치 = 17대 국회 특별교부금 배분 사례

국문 초록 (Abstract)

이 논문은 17대 국회 특별교부금 배분을 사례로 한국에서 자원배분의 정치(distributive politics)를 분석한다. 기존의 경험적 연구들은 대통령을 중심행위자로 가정하고 득표극대화와 통치수월성을 높일 목적으로 이전재원을 배분하는 메커니즘을 밝혀냈다. 이 논문은 기존의 대통령 중심 연구에서 벗어나, 의석수를 늘리고자 하는 정당과 자신의 지역구에 보다 많은 재원을 유치하고자 하는 현역의원의 인센티브구조를 분석한다. 이 연구는 선거승리를 고려한 현역 의원과 정당의 개입으로 인해 자원이 어디에 배분되는지를 살펴보았다. 최근 공개된 17대 국회의 특별교부금을 사례로 선거구 분석단위에 적용하여 경험적으로 분석한다. 특별교부금이라는 소재는 비공개성과 자의성 덕분에 정치적 인센티브의 작동 메커니즘을 적나라하게 보여준다. 계량경제학적 분석결과, 야당에서만 의석을 극대화하기 위한 자원배분이 이뤄지고 있는 것으로 나타났다. 주어진 자원에 대해 야당은 전략적인 투자(targeting)가 이뤄지는 반면, 집권당은 그렇지 못한 것으로 드러났다. 또한 해당 상임위원회 소속의원들의 특혜적 배분행태도 관찰할 수 있었다.

다국어 초록 (Multilingual Abstract)

Scholars have long debated over the mechanism and political motivations of the distribution of public spending. The existing literature has produced conflicting logic and predictions over which constituents are the main target of electorally-motivated distributive spending. The crucial question has been whether core supporters or swing voters are the main target of resource allocation. In South Korea, the electoral competition across regions (specifically Kyongsang vs. Jeolla) is critical to understanding distributive politics: whether 'swing regions' or 'core regions' are the main target of pork-barrel spending. While strong party discipline and personal voting behaviors are in parallel, it is not ex ante clear that parties can achieve the collective goal to maximize the effect of pork-barrel distribution. Recent data on 'special local allocation tax' (SLT) program during the 17th National Assembly provide a scarce opportunity to test these theoretical controversies. Our statistical analysis finds evidence that supports the 'swingdistrict- priority' thesis for opposition parties, but not for the governing party.
