친환경적 유역관리를 위한 토지이용 관리방안 - 평택호 사례를 중심으로 - = Land Use Strategies for Environmental Friendly Watershed Management – With a Focus on Pyeongtaek Lake -

다국어 초록 (Multilingual Abstract)

The purpose of this study is to propose land-use policy strategies for environmental friendly watershed management for Pyeongtaek Lake. Primary research methods are 1) review of plans related to the land uses around Pyeongtaek Lake, 2) review of concepts about environmental friendly land use methods, 3) examination of relevant cases in South Korea and other countries. After the review of existing plans related to Pyeongtaek Lake and surrounding watershed areas, we found the following: 1) application of growth management strategies for the area undesignated from Pyeongtaek Lake tourism sites, 2) consideration and application of developable areas and incentive-related growth management plan, 3) necessity for management of local run-off and non-point pollution sources for water circulation system in the watershed. Based on the observation we derived the following conclusions: 1) we need land use management strategies especially for residential areas based on Low Impact Development, 2) land use strategies based on the combination of urban planning and institutional tools, 3) application of LID is necessary through incentives and requirement. We advise that due to the limited nature of literature review, further studies from quantitative approaches for environmental friendly land use management strategies are necessary in the future.

국문 초록 (Abstract)

본 논문의 목적은 평택호 유역을 사례로 친환경 유역관리를 위한 토지이용 정책방안을 제시하는 것이다. 연구방법으로는 1) 평택호 유역 토지이용과 관련된 주요 계획의 검토, 2) 친환경 토지이용 개발기법 개념의 검토, 3) 국내외 관련 사례 분석이다. 평택호 유역일대와 관련한 기존 계획을 검토한 결과 1) 평택호 관광단지 해제지역에 대한 성장관리방안의 고시 및 적용, 2) 개발가능지와 인센티브관련 성장관리계획의 신중한 검토와 적용, 3) 유역의 물순환 체계확립을 위한 지역별 유출량 및 비점오염 관리 등이 필요한 것으로 나타났다. 이를 바탕으로 도출한 본 연구의 주요결과는 첫째, 저영향개발기법을 이용한 토지이용 및 관리방안, 둘째, 저영향개발기법 개념을 기본으로 한 택지개발, 셋째, 도시계획적 수단과의 결합 및 법규를 통한 실천, 넷째, 인센티브와 의무화방식을 통한 저영향개발기법 적용이다. 본 연구는 세부적인 유역의 친환경 토지이용 적용방안을 위한 정량분석에 앞선 문헌연구의 검토에 초점을 맞추고 있어 평택호 유역의 토지이용 및 성장관리의 방향성 구축에 도움이 될 것으로 기대된다.
