미국 서부 주요항만의 그린항만 정책과 시사점 = Green Port Policies in the Northwestern US and Implications of Korean Ports

국문 초록 (Abstract)

미국 북서부 지역 항만들은 현재 전 세계에서 가장 활발한 그린항만정책을 실시하고 있어 이에 대한 다양한 최신 정책사례들이 소개되고 있다. 이러한 사례들을 살펴보고 우리나라 항만에 적용할 시사점을 제시하는 것을 본 연구의 목적으로 한다. 미국 북서부 주요항만의 그린항만을 창출하기 위한 다양한 정책프로그램들을 우리나라 항만들과 비교ㆍ검토한 결과 전체적으로 볼 때 그린항만 종합계획부문과 선박부문에서 관련 기술의 도입 및 적용수준이 미흡 것으로 나타났다. 비용과 기간을 고려하면서 향후 우리나라 주요항만에 적용하기 위한 정책으로는 선박의 경제속도를 유지함으로써 배출오염을 줄일 수 있는 “에코 드라이브 프로그램”과 “입항선박 감속운항프로그램”을 고려할 수 있다. 또한, 대기오염을 줄이는 선박에 대해 인센티브를 제공하는 “그린 프래그 인센티브 프로그램”과 “선박 주 엔진 연료 인센티브 프로그램”의 적용을 검토해 볼 수 있을 것이다.

Ports in the northwestern US (Los Angeles/Long Beach, Seattle/Tacoma, and Vancouver) have currently been implemented the most active green port policies in the world. The purpose of this study is to suggest implications for Korean ports. As a result of comparing these policy programs with those in Korea, it is apparent that the introduction and application level of related technologies in comprehensive green port planning and the shipping sector are insufficient. In terms of cost and duration, it is possible to consider the eco-drive program and the vessel-slowing operation program which can reduce emission pollution by maintaining the economic speed of vessels as policies to be applied in major Korea ports in the future. Port authorities can also look at the Green Flag Incentive Program and the application of the Vessel's Main Engine Fuel Incentive Program which provide incentives for air pollution-reducing vessels.
