춘천시 원도심을 대상으로 한 확장형 정원도시 모형 연구† = A Pilot Study on an Expansion-Type Garden City Model for the Old Downtown of Chuncheon, Korea

국문 초록 (Abstract)

최근 정원은 도시 환경 개선을 넘어 도시재생, 지역 활성화, 삶의 질 향상을 위한 주요 도시 전략으로 주목받고 있으며, 이러한 흐름 속에서 정원도시에 대한 관심 또한 증가하고 있다. 그러나 국내 정원도시 정책과 연구는 선언적비전 제시에 머무르거나 정원 및 녹지 공간의 물리적 확충에 집중하는 경향이 강해 도시 여건에 따른 구체적인 적용방식에 대한 논의는 상대적으로 부족한 실정이다. 본 연구는 정원도시 개념과 유형화 체계를 바탕으로 강원도 춘천시원도심 일대를 대상으로 확장형 정원도시의 시범적용 가능성을 탐색하는 데 목적을 두었다. 이를 위해 정원도시 유형을검토하고, 춘천시의 공간적․사회문화적 특성을 분석하여 정원도시 기반영역과 계획 요소를 도출하였다. 또한 도출된요소를 토대로 공간, 문화․관광, 활동․행사, 운영․지원 부문으로 구분하여 확장형 정원도시의 종합구상안을 제시하였다. 연구 결과, 춘천시는 상중도를 중심으로 한 호수지방정원 조성계획과 풍부한 수변․녹지 자원을 보유하고 있어, 대형 정원 거점을 기반으로 정원 네트워크를 도시 전반으로 확장하는 확장형 정원도시 적용에 적합한 도시로 분석되었다.
특히 가든 커넥터와 가든 브릿지를 통한 정원 인프라 확장, 문화․관광 자원과 연계한 정원 네트워크 구축, 주민 참여기반의 정원문화 프로그램, 그리고 전담 조직과 제도적 기반 구축은 확장형 정원도시 구현을 위한 핵심 전략으로 도출되었다. 본 연구는 정원도시 개념을 실제 도시공간에 적용하는 시범적 계획을 제시하였다는 점에서 의의를 가지며, 향후국가정원 조성이나 대규모 정원 자원을 보유한 도시에서 정원도시 정책 수립을 위한 기초 자료로 활용될 수 있을 것으로기대된다.

Gardens have recently gained attention as a key urban strategy not only for environmental improvement but also for urban regeneration, regional revitalization, and enhancement of quality of life. In this context, interest in garden cities has been increasing; however, existing studies and policies in Korea have largely remained at a declarative level or focused on the physical expansion of green spaces, with limited discussion on practical application models tailored to local urban contexts. This study aims to explore the applicability of an expansion-type garden city model to the old downtown area of Chuncheon, Korea, based on a typological framework of garden cities. The research analyzes the spatial and socio-cultural characteristics of Chuncheon and identifies planning elements across four foundational domains: spatial resources, cultural and tourism infrastructure, activities and events, and operational and institutional support. Based on these elements, a pilot comprehensive plan for an expansive garden city is proposed. The results indicate that Chuncheon possesses favorable conditions for an expansive garden city, including a large-scale garden hub centered on Jungdo Island, abundant waterfront and green resources, and strong potential for spatial expansion into the existing urban fabric. Key strategies include the development of garden connectors and garden bridges to enhance spatial continuity, the integration of gardens with cultural and tourism resources, the promotion of community-based garden activities, and the establishment of dedicated governance and institutional frameworks. This study contributes to the practical understanding of garden city implementation by demonstrating how an expansive garden city model can be applied to an inner-city context. The findings provide a useful reference for other cities seeking to develop garden city strategies in conjunction with national garden projects or large-scale green infrastructur
