초등사회과 정치 교육 내용에 관한 분석

국문 초록 (Abstract)

본 논문의 목적은 초등학교 7차 교육과정 사회과 교육과정에 나타난 정치교육 내용을 분석하고 시사점을 밝혀보는 데 있다.
연구의 방법으로는 첫째, 정치교육의 개념과 주요내용 등 7차 교육과정 사회과 정치교육 내용의 문제점과 개선안을 제시하기 위해 관계 문헌과 선행연구 논문을 분석하였다. 둘째, 정치교육 내용 분석틀을 마련하기 위하여 선행 연구자가 제시한 모형을 근거로 하여 분석틀을 정립하였다. 셋째, 사회과 교과서의 개괄적인 내용 고찰, 주제별 정치 교육, 주제 내용별 정치교육의 주요 용어 빈도를 분석하며 분석 결과에 따른 시사점을 분석하였다. 사회교과서의 정치 교육 내용을 시민성의 기초와 본질, 정치형태, 정치과정, 정치제도, 정치문화, 정치발달, 국제정치, 한국정치의 특수성의 영역과 시민성의 기초와 본질, 정치 형태, 정치과정, 정치제도, 정치문화, 정치발달, 국제정치, 한국정치의 특수성 등 영역에 따른 정치교육의 주요 용어를 추출하여 분석하였다.
이론적 배경으로는 정치교육의 개념, 정치교육의 시기와 방법, 정치교육의 기능, 초등학교 7차 교육과정 사회과 목표와 정치교육의 관계 등을 살펴보았다.
7차 교과서의 정치교육 내용을 분석한 결과는 다음과 같다.
첫째, 초등학교 사회과 교과서에서는 4학년 1학기 교과서와 6학년 1,2학기 교과서의 정치교육을 다루고 있다. 이것은 교육과정이 연계되지 않고 단절되어 있는 것으로 보완이 요구된다.
둘째, 초등학교 교과서의 정치교육 내용에서 시민성의 기초와 본질을 가장 중요하게 다루고 있다. 시민성의 기초와 본질 영역은 사회과의 궁극적인 목적인 민주시민의 자질함양을 위한 것이다. 7차 교과서에서는 6학년 과정에서만 서술되고 있다. 민주시민의 자질함양을 위해 4학년 에서부터 균형적이고 체계적인 서술이 요구 된다
셋째, 정치과정에서는 선거와 시민단체 정치교육 용어가 많이 사용되고 정당이라는 용어는 없다. 시민단체의 서술에 있어서는 시민단체의 활동을 객관적으로 학생이 받아들 수 있도록 내용 서술과 용어 선택에 신중함이 요구된다. 현대정치에 있어 정당의 역할은 대단히 중요하다. 그러나 정당의 역할이 한 번도 다루어지지 않은 것은 보완이 요구된다.
넷째. 국제정치영역에서는 6학년 2학기 교과서에서만 언급되고 있다. 4,5학년 교과서에서는 정치교육 용어 빈도가 한 번도 다루어지지 않고 있다. 세계화 시대에 맞게 학년 간 균형성과 계열성이 고려되어야 할 것이다.
다섯째, 한국정치의 특수성에서는 분단의 현실을 통일로 나아가자는 교육을 담고 있다. 통일 교육은 정치교육의 시작부터 더욱 강화되어야 한다고 본다. 또한 남북의 현실도 정확하고 객관적으로 서술되어야 할 것이다.

다국어 초록 (Multilingual Abstract)

The purpose of this paper is to analyze the contents of the politics education which appears in the social affairs division in the 7th elementary educational process and give suggestion point.
The method of the study is as followed. First, I researched related documents and analyzed preceding studies in order to present the problem of the concept of the politics education and main contents and show how to improve it. Second, I have take a triangular position an analysis frame by the model that the preceding researcher has made in order to build an analysis frame for politics education. Third, I've analyzed the followings and try to figure out what this result meant. The general contents of the social study textbooks, politics education by topics, and frequently used terminologies in politics education by subject contents. I also analyzed the contents of politics education by drawing out the main terminologies of politics education by regions as followed. The basis and essence of citizenship, form and process of politics, politics system, culture of politics, progress of politics, international politics, and the special area of Korean politics.
I have looked around the concept of politics education, the timing and method of politics education, the function of politics education, and the relation between the purpose of the 7th social division and the politics education as an abstract background.
The results of analyzing the contents of politics education in 7th edition of the social study textbook were as followed.
First, there are politics educational content in the first semester of 4th grade and in the 6th grade at the elementary social division text. This means the educational process isn't continuous but disconnected, so it needs to be complimented.
Second, The contents of politics education in elementary textbook are dealing the basis and essence of citizenship very importantly. The field of the basis and essence of citizenship is to develop the quality of democracy citizen which is the ultimate purpose of the social affairs division. This is only described in the 6th grade in the 7th version curriculum. To maintain the disposition of the democracy citizenship, it needs to be described balanced and organized.
Third, there are a lot of terminologies about election and civic-group used in the process of politics, but not about political parties. When describing civic-groups, there should be a careful choice of terminologies and contents description in order to let students accept the activities of civic-groups objectively. The roles of political parties are very important in modern politics. However there isn't a single sentence about it and this should be complemented.
Forth, the field of international politics are only mentioned in the 2nd semester of the 6th grade. There is nothing about it in the 4th and 5th grade textbooks. To follow up the trend of globalization the balance and coherence between grades should be concerned.
Fifth, there is a concept that we have to make progress toward unification from the divided reality in the particularity of Korean politics. The unification education should be started and strengthen in the beginning of politics education. Moreover, the reality of South and North should be described more objectively and accurately.
