The Inefficiency of Implicit Redistribution by Rational Ignorance

국문 초록 (Abstract)

민주주의 국가들에서 이루어지는 재분배 조치들은 일반 시민들의 “합리적 무 지”(rational ignorance)와 밀접한 관계가 있다. 일반 시민들은 시간과 노력을 기울여 서 공무(公務)나 공공정책의 내용을 파악하기 보다는 공무나 공공정책에 대해 ‘무지하 려는’ 유인을 가지게 된다. 일반 시민들이 공공재에 대한 지식이나 정보를 획득해서 얻는 이익은 공공재에 대한 지식을 획득하는 데 드는 비용을 부담한 개인에게 집중되지 않고 집단 전체나 사회 전체로 분산되기 때문이다. 조직화된 집단은 일반 시민들의 합리적 무지를 이용하여 대다수의 시민들이 잘 알지 못하는 여러 가지 ‘암묵적 재분 배’(implicit redistribution) 조치들을 획득할 수 있다. 암묵적 재분배 조치에는 기업 또는 노동자 집단들에 의한 집단행동, 관세부과, 수입쿼터, 각종 보호무역 조치들, 공적 보조금, 가격 유지 정책, 조세 특혜, 각종 규제조치들, 명시적 카르텔, 묵시적 공모 등이 포함된다. 일반 시민들의 합리적 무지는 암묵적 재분배를 초래하며, 이러한 재분배들은 ‘비효 율적’이며 높은 사회적 비용을 초래한다. 어떤 재분배 조치가 “국가와 사회 전체를 이롭게 한다”는 그럴싸한 명분을 가지고 있거나, 눈에 잘 띄지 않아서 일반 시민들이나 투표자들이 알아채지 못한다면 그러한 재분배 조치는 정치적 반대 없이 부유한 사람들 에게도 제공될 수 있다. 따라서 부유하고 조직화된 분배집단들이 추구하려고 하는 암묵적 재분배 조치들은 시민들의 눈에 잘 띄지 않거나 간접적 방식의 재분배들이며, 그러한 재분배 조치들은 사회적 비용이 최소가 되지 않는다.

다국어 초록 (Multilingual Abstract)

The redistribution measures taken in democratic countries are closely correlated to “rational ignorance” of general citizens. General citizens have an incentive to being ignorant about public affairs or public policies instead of devoting their time and effort to having a good understanding on them. This is because the benefit gained by general citizens through knowledge or information on public goods are dispersed to an entire group or the whole society rather than being concentrated to the individuals who have borne the cost of obtaining such knowledge on public goods. Organized groups can obtain knowledge about various implicit redistribution measures of which most citizens are not well informed by taking advantage of general citizens’ rational ignorance. Implicit redistribution measures involve collective action by corporate or labor organizations, tariff imposition, import quota, diverse protective trade measures, public subsidies, price support policies, tax benefits, various regulatory measures, explicit cartelization, and tacit collusion. Rational ignorance of general citizens results in implicit redistribution, and such implicit redistribution is inefficient and brings about high social costs. If a redistribution measure has the plausible rationale that it will “benefit country and society as a whole” or is so unnoticeable that it is not recognized by general citizens or voters, such a redistribution measure can be provided even to the rich without any political opposition. Therefore, the implicit redistribution measures pursued by the rich and organized distributional coalitions tend to be unnoticed by citizens or provided in an indirect manner. In addition, such social costs of redistribution measures do not become minimal.
