Seoul metropolitan area experienced enormous increase of housing prices in 1999-2002. The unexpected market change started from Seoul and expanded to surrounding satellite cities in a very rapid speed. In order to stabilize soaring housing prices and to provide inexpensive residential land, central government decided to use green belt for national rental housing provision that is targeted for low-income households.
In the respect, this paper attempts to find out how the decision comes to the conclusion and whether the areas to be developed in green belt are proper for the residences of low-income households. In order to accomplish the purpose, changes in the Seoul metropolitan housing market and government housing policies are reviewed, For site investigation, eleven construction sites are analyzed in terms of location, accessibility, site environment, development density, land use pattern. Based on the findings, we are able to provide some policy implications in relevant to Seoul metropolitan planning and low-income
housing policy.
