국문 초록 (Abstract)

본고는 영 제국주의가 시대적 변화에 맞춰 적응해나가는 유연한 성격을 지니고 있었음을 밝히고자 한다. 제국의 구조와 운영 방식은 결코 고정된 실체가 아니었다. 19세기 말 신흥 국가들이 영국을 압박하기 시작하면서 자치령들의 군사적, 경제적 잠재력은 영국의 위상을 지탱해줄 수 있는 소중한 자산으로 부각되었다. 자치령들의 잠재력을 효과적으로 이용하기 위해서는 그들의 지위를 영국의 협력적인 동반자로 격상시킴으로써 제국 통합을 증진시키는 작업이 필요했다. 레오폴드 애머리(Leopold Amery)는 해군력의 측면에서 제국 통합이 필요하다고 생각했는데, 이는 전 세계적인 제해권이 영국의 경제적 번영의 근본 요인이라는 믿음에 토대를 두고 있었다. 영국 해군의 활동이 영국 인근 해역에 집중되는 상황속에서 자치령 해군은 본국 해군을 대신해 먼 해역의 방위를 담당해줄 수 있는 훌륭한 대안으로 간주되었다. 애머리는 1차 세계대전 이전부터 1920년대에 이르기까지 자치령 해군의 독자적인 성장을 지지하는 방식으로 영국의 전 세계적인 제해권 회복을 위해 노력하였다. 이러한 애머리의 노력은 제국 내의 다양한 열망들을 포용함으로써 영 제국의 극단적인 해체를 미연에 방지하는 데 기여했다.

다국어 초록 (Multilingual Abstract)

This research aims to demonstrate that British imperialism was not a fixed concept but embodiment of several changes for ages. In the late 19th century, Britain readjusted its relationship with overseas dominions. Newly rising countries such as Germany armed with reinforced naval fleets and economic growth started to threaten British hegemony. In such situation, the British Dominions were regarded as valuable resources for sustaining Britain especially for defence and economy-related purposes.
Leopold Amery was a constructive imperialist who tried to get the British Empire out of this critical situation by imperial defence unity. He believed that Britain owed its status as a super power to its naval supremacy. However, since the late 19th century, the role of the Royal Navy had been reduced to defending the British Isles. Meanwhile, there had been growing hope of building their own naval forces among Dominions. Under these circumstances, Amery’s idea of imperial defence unity could be regarded as a good solution. It was a system of collaboration between the Royal Navy and Dominions’ navies to protect the British Empire against other hostile countries.
Amery’s efforts to unite the British Empire reflect that Britain’s Imperialism can be differentiated from other European countries. British politicians tended to embrace various desires existent among Dominions in the Empire and it contributed to a smooth transition from the British Empire to the British Commonwealth.
